Qatar Embassy Commercial Attestation Process: Stage Timeline and Cover Letters

Company papers for Qatar pass through four desks in India before they leave, and each desk wants the paper in a certain state. This guide lays out the order of stages, what you prepare for each one, and the letters on your letterhead that keep the file moving. It is written for the person in your office who has to plan the dates.

Quick answer

Qatar embassy commercial attestation process: quick answer

Qatar embassy commercial attestation process is the fixed order in which an Indian company’s papers are stamped for Qatar: your signed documents go to a Chamber of Commerce, then to the Ministry of External Affairs (MEA), then to the Embassy of the State of Qatar in New Delhi. Qatar has not joined the Apostille Convention, so none of these stages can be skipped.

The process moves faster when the papers arrive complete, with a cover letter that lists them and an authority letter that lets us submit them. INFINITYGRO runs the Indian stages from Delhi and quotes each set in writing; the Qatar Embassy fee is extra. For the documents covered and the full overview, see our main Qatar commercial attestation guide.

Part 1 · Timeline

The Qatar embassy commercial attestation process, stage by stage

Stage 0: Your officeFinal papers signed and sealed, cover letter, authority letter and signatory ID copy ready.
Stage 1: Chamber of CommerceAttests your company’s signatory. May ask for your company registration papers the first time.
Stage 2: MEA attestationAttests the chamber’s signature, through the MEA’s outsourced collection centre.
Stage 3: Qatar Embassy, New DelhiLegalises the MEA stamp. The last stamp issued in India.
Stage 4: DispatchWe return the set or courier it to your Qatari partner.
Stage 5: QatarYour partner or PRO completes any MOFA Qatar step there.

We give a time estimate with the quote, because the chamber, MEA and embassy each work to their own calendar. Indian and Qatari public holidays both affect it, so tell us your deadline at the start.

Part 2 · Letters

The cover letter and authority letter we ask for

Cover letter (your letterhead)

  • Lists each document and the number of pages
  • Names Qatar as the destination country
  • States the purpose: tender, registration, agency, shipment
  • Names the Qatari party as in your contract
  • Signed by the same signatory as the papers, with seal

Authority letter (your letterhead)

  • Authorises INFINITYGRO to submit and collect the papers
  • Names the documents covered
  • Signed by a director, partner or proprietor
  • With a copy of the signatory’s ID
  • Dated close to the submission date

We send you a format for both letters with your quote. They are part of our filing practice; the receiving desk may also ask for its own form, which we fill in.

Part 3 · Shipment papers

If the papers are for a shipment

The US Commerce Department’s Qatar guide says that since 1 April 2011 Qatar Customs has required official invoices, an official certificate of origin and packing lists for shipments, and that shipments without them are not cleared and are returned to origin. Whether those papers also need the Qatar Embassy stamp depends on your buyer, bank or tender.

Part 4 · In Qatar

After the Qatar Embassy stamp

Qatari offices may also want the papers attested by Qatar’s Ministry of Foreign Affairs. That happens in Qatar, through your partner, agent or PRO. Qatar’s MOFA website also lists an online Attestation Completion Service for documents issued outside Qatar, launched in December 2024; ask your Qatari side which route they will use.

INFINITYGRO’s work ends with the Qatar Embassy stamp in New Delhi and the courier. We do not register companies, agencies or products in Qatar.
Part 5 · Delays

What slows the Qatar embassy commercial attestation process down

01

Late corrections

A change after the chamber stage restarts the chain from the chamber.

02

Missing signatory proof

A chamber may hold papers until it sees who signed and on whose authority.

03

Unlisted papers

Papers added later travel separately and may miss your deadline.

FAQs

FAQs: Qatar Embassy Commercial Attestation Process: Stage Timeline and Cover Letters

What is the order of stamps for Qatar commercial papers?

Chamber of Commerce first, then MEA attestation, then legalisation by the Embassy of the State of Qatar in New Delhi. Any MOFA Qatar step comes after the papers reach Qatar. The order cannot be changed, because each stage confirms the signature of the one before it.

Why do you ask for a cover letter?

It lists every paper, the destination and the purpose, so nothing is left out and each desk sees the same information. It also helps when the chamber or embassy asks why the document is being attested. We send you a format with the quote.

Who should sign the authority letter?

A director, partner or proprietor of the company, on letterhead and with the company seal. Attach a copy of the signatory’s ID. It allows INFINITYGRO to submit and collect the papers on your company’s behalf.

Can papers be added once the process has started?

Yes, but they start their own chain from the chamber stage. If you have a deadline, send the complete set at the start so all papers move through each desk together and come back in one parcel.

How long does the whole process take?

It depends on the chamber, the MEA and the Qatar Embassy, and on holidays in India and Qatar. We give a time estimate with your written quote. Tell us your tender, registration or shipment date when you first contact us.

Can the papers be couriered straight to Qatar?

Yes. After the Qatar Embassy stage we can send the set to your Qatari partner instead of back to you. Courier charges are extra and included in your quote if you tell us the address in advance.

What is the Attestation Completion Service?

Qatar’s MOFA website lists it as a service for documents issued outside Qatar, with the application made online. Your Qatari partner can tell you whether they will use it or attest the papers in person at MOFA in Qatar.

Do you draft the company papers?

No. We do not draft contracts, resolutions, invoices or certificates. Your company prepares and signs them; we send letter formats for the cover and authority letters and take the signed set through the chamber, MEA and embassy.
