Agency Agreement Attestation for Qatar

Agency agreement attestation for Qatar, for Indian companies appointing a Qatari agent or distributor. Qatar does not accept the apostille, so the agreement signed in India needs a chain of stamps: notary, Chamber of Commerce, MEA attestation and legalisation by the Embassy of Qatar in New Delhi. We run every stage from Delhi and return it by Blue Dart.

Quick answer

Agency agreement attestation for Qatar: quick answer

Agency agreement attestation for Qatar is the legalisation of an agency or distribution agreement signed in India so that it can be used in Qatar, typically when your Qatari agent registers the agency with the Ministry of Commerce and Industry (MoCI). Qatar is not a party to the Hague Apostille Convention, so an MEA apostille will not work. The agreement is notarised, attested by a Chamber of Commerce, attested by the MEA and then legalised by the Embassy of Qatar in New Delhi.

INFINITYGRO handles all four stages in Delhi. Because this is a commercial document, we quote the total in writing after seeing the agreement; the Qatar Embassy fee is extra and appears in that quote. Courier the agreement from any city, or drop it at our New Ashok Nagar office.

Part 1 · Why Qatar asks for it

Why a Qatari agency needs a legalised agreement

Qatar treats commercial agency as a regulated business. The Commercial Agents Law (Law No. 8 of 2002, as amended by Law No. 2 of 2016) restricts the business of commercial agents to Qatari nationals, and an agent has to be entered in the commercial agents register kept by MoCI. That registration rests on the agreement you sign in India, which is why your Qatari partner asks for it legalised.

01

Registering the agency

Your Qatari agent files the agreement with MoCI. It is the Arabic text that gets registered, so settle the translation before the stamps go on.

02

Exclusive territory

The US Commerce Department’s Qatar guide notes that a Qatari agency is treated as exclusive. Draft the territory and product clauses with that in mind.

03

Dealing with buyers

Buyers, banks and procurement teams in Qatar may ask your agent to show that the agency is legalised and registered before they deal with them for your products.

This is a summary of public guidance, and Qatari law can change. Ask your agent or a Qatari lawyer for the current MoCI checklist before signing. INFINITYGRO handles the attestation in India; we do not register agencies in Qatar or advise on Qatari law.
Part 2 · Before you send it

Preparing the agreement for the Qatar Embassy

What we need from you

  • The original agreement, signed and stamped by your authorised signatory
  • A copy of the signatory’s passport or Aadhaar
  • Your certificate of incorporation or GST registration
  • A covering letter on letterhead naming Qatar as the destination
  • An authority letter allowing us to submit it for you

Points to check in the draft

  • Full legal names of both parties, with the agent’s Qatari CR number
  • Products, territory and term stated clearly
  • Every page initialled and the signature page dated
  • No handwritten corrections or blank spaces
  • Wet-ink signatures: an e-signed printout is not attested

MoCI publishes a model commercial agency agreement form that asks for the Qatari agent’s commercial registration (CR) number and the products covered. Comparing your draft with it before signing can save a second round of attestation.

Part 3 · Process

  1. 1
WhatsApp a copyWe check signatures, stamps and page count, then send a written quote that includes the Qatar Embassy fee.
  2. 2
Notary in DelhiA notary attests the signature of your authorised signatory.
  3. 3
Chamber of CommerceA recognised chamber attests the agreement as a commercial document and may ask for your company papers.
  4. 4
MEA attestationThe Ministry of External Affairs attests the chamber’s signature through its outsourced collection centre.
  5. 5
Qatar Embassy, New DelhiThe embassy legalises the MEA stamp. This is the last stamp issued in India.
  6. 6
ReturnThe agreement comes back by Blue Dart or another secure courier, or you collect it from our office.

Any later step that Qatari offices ask for, such as authentication by Qatar’s Ministry of Foreign Affairs or the MoCI registration itself, is done in Qatar by your agent.

Part 4 · Language

Arabic translation for a Qatari agency

Because MoCI registers the Arabic text, an English-only agreement is rarely the end of the job. There are two common ways to handle it, and your agent should choose one before you sign.

Bilingual agreement

Draft the agreement in English and Arabic side by side and sign both. The whole bilingual document then goes through notary, chamber, MEA and embassy in one pass.

Translation in Qatar

Attest the English agreement in India and let your agent have it translated into Arabic in Qatar by a translator that MoCI accepts.

INFINITYGRO translates into Arabic and can prepare the Arabic side of a bilingual agreement before it is signed. Translation is quoted by page.

Part 5 · Related papers

Other company papers that often go with it

A Qatari agent opening a file for your products may need more than the agreement. Sending the full set in one courier keeps the chamber and embassy stages together.

FAQs

FAQs: Agency Agreement Attestation for Qatar

Can I get an apostille instead of Qatar Embassy legalisation?

No. Qatar is not a party to the Hague Apostille Convention, so Qatari offices do not accept the MEA apostille. An agreement for Qatar needs MEA attestation followed by legalisation at the Embassy of Qatar in New Delhi. If you already have an apostille on it, the attestation route still has to be done.

Does my agent in Qatar have to be Qatari?

Qatar’s Commercial Agents Law restricts the business of commercial agents to Qatari nationals, and the agent must be entered in the MoCI register. Your Qatari partner or a Qatari lawyer can confirm how this applies to a company acting as agent. INFINITYGRO handles the attestation in India, not advice on Qatari law.

Who should sign the agreement for the Indian company?

A director, partner or proprietor, or an employee authorised by a board resolution. The notary attests that person’s signature, so the name and designation on the signature page should match their ID. If the signatory is not a director, send the resolution along with the agreement.

The Qatari agent signed first in Doha. Can it still be attested in India?

Yes. The Indian stages authenticate your company’s signature, so the agent having signed in Doha does not stop the process. Send us the original that carries both signatures, and keep a scanned copy before it leaves your office.

Do you need the original agreement?

We work on the original signed agreement. Qatari offices generally want the signed original for registration, and the embassy stamp goes on the paper we submit. If your agent says a notarised copy is enough, tell us before sending so we quote for the right document.

How long does Qatar Embassy legalisation of an agency agreement take?

It depends on the chamber, the MEA centre and the Qatar Embassy’s working days, so we give the time in your written quote instead of a fixed figure. Add courier time to Delhi and back. If you have a registration deadline in Qatar, tell us and we will say whether it is realistic.

Can the agreement be in both Arabic and English?

Yes, and a bilingual agreement is often simpler because MoCI registers the Arabic text. Both languages are signed together and the whole document is attested once. If only the English version is attested, your agent arranges the Arabic translation in Qatar.

Will you register the agency with MoCI?

No. Registration happens in Qatar, through your Qatari agent or their representative. Our work ends when the agreement carries the Qatar Embassy stamp and reaches you or your agent by courier. We can attest supporting company papers in the same batch.
