Course Completion Certificate Attestation from MEA: Your Questions Answered

Short courses, diplomas, internships and training programmes all end with a course completion certificate, and more employers and visa offices abroad now ask for it to be legalised. This post answers the questions people actually ask us about getting it through the Ministry of External Affairs: which stamp, which steps, what it costs and how long it takes.

Quick answer

The one-paragraph answer

Course completion certificate attestation from MEA is the Ministry of External Affairs stamp on a certificate that shows you finished a course or training programme in India. The MEA does not stamp it directly: a notary in Delhi first attests a true copy, and the Sub-Divisional Magistrate authenticates the notary. Then the MEA adds an apostille for Hague Convention countries, or its attestation stamp for countries such as the UAE, Qatar and Kuwait, which then need embassy legalisation.

INFINITYGRO handles the notary, SDM and MEA stages for Rs 1,000–1,500 per certificate, all-inclusive, usually in 2–3 working days. Embassy fees, where they apply, are extra and confirmed in writing.

Question 1

Apostille or attestation: which one do I need?

For course completion certificate attestation from MEA, the answer depends only on the destination country. The words are often mixed up, but at the MEA they are two different stamps.

MEA apostille

For Hague Convention countries such as the UK, the USA, Canada, Australia, Italy, Japan, Saudi Arabia and Oman. The apostille is the final step.

MEA attestation + embassy

For countries outside the Convention, such as the UAE, Qatar and Kuwait. The UAE also needs UAE MOFA attestation online; the full UAE route usually takes 5–7 working days.

Question 2

Does a Chamber of Commerce stamp it first?

No. Some older guides, including an earlier version of this page, listed a Chamber of Commerce step. A Chamber of Commerce authenticates commercial documents such as invoices and company papers. A course completion certificate is an educational or personal document, so for course completion certificate attestation from MEA the route is notary and SDM in Delhi, then the MEA.

We also arrange State HRD attestation for 16 States; see our HRD attestation page. Most countries accept the Delhi notary and SDM route; add HRD only if your checklist names it.
Question 3

What makes a certificate acceptable?

  • Issued on the institute’s letterhead or certificate paper
  • Signed by an authorised person, with name and designation
  • Institute seal or stamp
  • Course name, duration and dates of completion
  • Your name as in your passport

Online-only certificates with no signature, or a download with just a QR code, may be refused at the notary or SDM stage. Send us a photo first.

FAQs

FAQs: Course Completion Certificate Attestation from MEA: Your Questions Answered

What is course completion certificate attestation from MEA?

It is the MEA’s stamp on a course completion certificate so it can be used abroad. For Hague countries the stamp is the apostille. For others it is MEA attestation, followed by legalisation at the destination country’s embassy in New Delhi.

Can a certificate from a private institute be attested?

Yes, if it is a genuine signed and sealed certificate. Private documents reach the MEA through a notary and the Delhi SDM, who authenticate it first. Whether the employer abroad values the course is a separate matter for them.

How much does it cost?

Rs 1,000 to Rs 1,500 per certificate, all-inclusive of notary, SDM, the MEA fee and our service. For non-Hague countries the embassy fee is extra and confirmed in your written quote. Courier is charged separately.

How long does it take?

Usually 2–3 working days in Delhi for the notary, SDM and MEA stages once the certificate reaches us. The UAE route with the UAE Embassy and MOFA online usually takes 5–7 working days. Courier time is extra.

Is an online apostille possible for this certificate?

Yes. We also offer the online apostille (e-Sanad / QR apostille service), usually ready in 2–3 working days through INFINITYGRO. Send the document and a copy of your passport, because the passport number is entered online.

Do I need the signatory’s passport copy?

Not for the notary and SDM route we use. We need your own passport copy so names can be matched. The receiving office abroad may have its own extra requirements, so read its checklist before you send the certificate to us.

Can you get the certificate from my institute?

No. INFINITYGRO does not obtain, issue or correct certificates. Collect the signed original from your institute, then send it to us. If the institute has closed, send us a photo and we will tell you whether it is likely to be accepted.

Do I need State HRD attestation for it?

Usually not. Most countries accept the Delhi notary, SDM and MEA route; where State HRD attestation is required, we arrange it for 16 States (see our HRD attestation page). If your checklist names HRD, the State education department completes that step first, and we then handle the MEA stage.
