A course and conduct certificate is a short letter from your college confirming that you studied a programme and that your conduct during it was good. Universities, councils and employers abroad ask for it alongside the degree, and they usually want it legalised. Here is how it reaches the Ministry of External Affairs, and what to check first.

Course and conduct certificate attestation from MEA puts the Ministry of External Affairs stamp on the letter your college issues about your course and your conduct. Because it is an educational document, it is notarised and attested by the Sub-Divisional Magistrate in Delhi first, not stamped by a Chamber of Commerce. The MEA then adds the apostille for Hague Convention countries or its attestation for other countries, which also need embassy legalisation.

Some employers and immigration files list a character or conduct letter from the institution.

What is a course and conduct certificate?
It is a letter from your college or university stating the course you studied, the years of study and that your conduct was good. It is issued by the institution itself, on its letterhead, with a signature and seal.
Is course and conduct certificate attestation from MEA done through a Chamber of Commerce?
No. A Chamber of Commerce handles commercial documents. A course and conduct certificate is an educational document, so it goes through a notary and the Sub-Divisional Magistrate in Delhi before the MEA stage. We arrange both stages for you.
Is it the same as a character certificate or PCC?
It is similar to a college character certificate, but it is not a police clearance certificate. A PCC is issued by the police or passport authorities. If your checklist asks for both, send both; we apostille a PCC but do not obtain it.
How much does it cost?
Rs 1,000 to Rs 1,500 per certificate, all-inclusive: notary, SDM, the Rs 50 MEA fee for an apostille and our service. Embassy fees for non-Hague countries are extra and confirmed in writing. Courier is separate.
How long does it take?
Plan for 2–3 working days in Delhi from the day your letter arrives with us. A UAE file takes longer, around 5–7 working days, because the UAE Embassy and the online MOFA step follow the MEA. Courier days are on top.
Can it be apostilled online?

My college issued it in a regional language. Is that a problem?
It can still be attested. The receiving office abroad may want a translation into English or its own language. INFINITYGRO translates into any language, and the translation can be prepared alongside the attestation so both return together.
Should I send my degree at the same time?
If your checklist lists the degree or marksheets too, yes. Sending everything in one courier means one batch through the notary, SDM and MEA, and one return. Each document is charged separately, and the total is confirmed in writing first.
