Quick answer

How to attest commercial documents for Oman, in brief

How to attest commercial documents for Oman comes down to three Indian stages done in a fixed order. A recognised Chamber of Commerce attests the company’s signature, the Ministry of External Affairs (MEA) attests the chamber’s signature, and the Embassy of Oman in New Delhi legalises the MEA stamp. Skipping or reversing a stage means the next office will not accept the paper.

An apostille is not the answer for these papers. Oman declared in March 2021 that the Apostille Convention does not cover commercial and customs documents. INFINITYGRO handles all three stages from Delhi, with originals sent by courier or dropped at our office, and quotes the full chain in writing before you send anything. The embassy fee is extra and appears in that quote.

Part 1 · Before you begin

First questions: what exactly needs attesting?

Which papers should I attest?

Only the papers your Omani buyer, bank, sponsor or ministry has named. Ask them for the list in writing. Typical requests are invoices, certificates of origin, company registration papers, board resolutions and powers of attorney.

Is it a commercial paper or a personal one?

A paper issued by or for a company is commercial. A degree or marriage certificate of a director is personal, and personal papers for Oman take the MEA apostille instead. Keep the two sets separate.

Do I need the original?

Yes. Each office stamps a signed paper document. A clear photo is enough for our first check and quote, but the signed original must reach Delhi.

Part 2 · The stages

In which order are the stamps added?

  1. 1
Chamber of CommerceThe chamber confirms that the person who signed is an authorised signatory of your company. The MEA guidelines say commercial papers must be pre-authenticated by a chamber.
  2. 2
MEA attestationThe MEA attests the chamber’s signature. For Oman this is an attestation stamp, not an apostille sticker.
  3. 3
Embassy of Oman, New DelhiThe embassy legalises the MEA stamp. After this, the Indian side of the chain is complete.

Can I go to the embassy directly?

No. The embassy legalises the MEA’s stamp, so a paper without it will not be accepted. Likewise the MEA will not attest a commercial paper without the chamber stage.

Part 3 · Apostille question

Why won’t an apostille do for Oman?

Oman is a party to the Apostille Convention, in force for it since 30 January 2012. On 23 March 2021 it notified the Hague Conference that it considers the Convention not to apply to commercial and customs documents of any type, origin or value, and that it applies only to civil public documents.

Advice written before 2021 often says the apostille is enough for Oman. For company and trade papers, that is out of date.
Part 4 · Practical questions

Questions about sending, timing and cost

Do I have to come to Delhi?

No. Courier the originals to our New Ashok Nagar office, or drop them off if you are in Delhi. We return them by Blue Dart or another secure courier. We do not offer home pickup.

How long will it take?

It depends on the chamber, the number of papers and the embassy’s workload. We give an estimate with the written quote; add courier time each way.

What will it cost?

Chamber and embassy charges vary by paper, so we quote each set in writing. There are no hidden stages added later.

Part 5 · After arrival

Is anything needed once the papers reach Oman?

Sometimes. Some Omani offices also want attestation by Oman’s Ministry of Foreign Affairs. The ministry now provides attestation through Oman Post, online or at selected branches, and company representatives submit there. That step is done in Oman by your partner or representative, not by us.

FAQs

FAQs: How to Attest Commercial Documents for Oman: Questions Answered

What is the first step to attest commercial documents for Oman?

Get the list of papers from the Omani party and send us a photo of each. We confirm whether each is commercial or personal, which route it needs and the cost. The first office in the chain is a recognised Chamber of Commerce.

Which Chamber of Commerce should attest the papers?

A recognised chamber that will attest your company’s signatory. We use chambers whose attestation the MEA accepts and tell you if your company needs to provide anything extra, such as proof of the signatory’s authority.

Is the MEA stamp for Oman different from an apostille?

Yes. For Oman trade papers the MEA adds an attestation stamp, which the Oman Embassy then legalises. An apostille is a separate certificate used for Convention countries and, for Oman, only for personal and civil papers.

Can a company outside Delhi use this service?

Yes. The company can be registered anywhere in India. Courier the signed originals to our New Ashok Nagar office and we handle the chamber, the MEA and the Oman Embassy in Delhi, then courier the papers back to you.

Can I attest a copy instead of the original paper?

Some company papers, such as registration documents, can go through as copies certified by the company, while invoices are usually originals. Send a photo first and we tell you what the chamber is likely to accept for that paper.

Does the Oman Embassy stamp mean the paper will be accepted in Oman?

It completes the Indian chain. Whether the Omani office also wants Ministry of Foreign Affairs attestation in Oman is up to that office. Ask your partner, so the paper is not held up after arrival.

Will you contact our Omani buyer for the list?

No. Please ask your buyer, bank or ministry for the list of papers and share it with us. We work from the papers and the checklist you send, and we confirm the route for each item before you courier anything.

Do you translate company papers into Arabic?

Yes. INFINITYGRO translates into Arabic and other languages, priced by language and page. Check with the Omani office whether the translation must be legalised along with the original, so we can plan the order of work before we start the chain.
