Commercial Document Apostille for Oman: Why It Is Refused
Many Indian exporters and companies ask us for a commercial document apostille for Oman, because Oman is a Hague Convention country. For business papers that request now fails. Since March 2021 Oman treats commercial and customs documents as outside the Convention, so they need Chamber of Commerce attestation, MEA attestation and Oman Embassy legalisation in New Delhi instead.

Commercial document apostille for Oman: the short answer
Commercial document apostille for Oman is a request we have to turn down. Oman joined the Apostille Convention with effect from 30 January 2012, and personal papers such as degrees and marriage certificates for Oman still take an MEA apostille. But on 23 March 2021 Oman told the Hague Conference that, in its view, the Convention does not cover commercial and customs documents of any type, origin or value.
So an invoice, certificate of origin, board resolution or company deed carrying an MEA apostille risks rejection in Oman. The accepted route is Chamber of Commerce attestation, then MEA attestation, then legalisation by the Embassy of Oman in New Delhi. INFINITYGRO handles all three stages and quotes each set of papers in writing; the embassy fee is extra and shown in that quote.
What Oman told the Hague Conference in 2021
An apostille is one certificate that replaces the old chain of legalisation between two Convention countries. Because India and Oman are both parties, many guides assume every Indian paper can be apostilled for Oman.
On 23 March 2021 Oman’s Ministry of Foreign Affairs sent a declaration to the Hague Conference on Article 1 of the Convention. It said the Sultanate considers that the Convention does not apply to commercial and customs documents, whatever their type, origin or value, and does not apply to documents issued by diplomatic or consular agents. In Oman’s view the Convention covers only civil public documents.
Apostille or legalisation: sorting your Oman papers
Sort your file before you send anything. A paper that goes down the wrong route has to start again.
Legalisation route (no apostille)
- Commercial invoices and packing lists
- Certificates of origin and other customs papers
- MOA, AOA and certificate of incorporation
- Board resolutions and company powers of attorney
- Agency and distribution agreements
MEA apostille still works
- Degree, diploma and marksheets
- Birth and marriage certificates
- Experience and salary letters of an individual
- Personal affidavits and police clearance certificates
If a paper is mixed, for example a personal power of attorney used to run a business in Oman, send us a photo first. We tell you which route the Oman Embassy is likely to expect before any fee is spent.

- 3Chamber of CommerceA recognised chamber attests the company signature. The MEA asks for this pre-authentication on commercial papers.
- 4MEA attestationThe Ministry of External Affairs attests the chamber’s signature with a stamp, not an apostille sticker.
- 5Oman Embassy, New DelhiThe embassy legalises the MEA stamp. The papers come back to you by Blue Dart or another secure courier.

Three ways a commercial document apostille for Oman goes wrong
Apostilled before asking
An exporter gets an invoice apostilled for a buyer in Oman, then the buyer’s bank asks for the embassy stamp. The apostille cannot be converted, so the invoice goes through the chamber and MEA again.
Old advice from 2019
Guides written before 2021 still say an apostille is enough for Oman. Check the date on any advice.
Mixing personal and company files
A director’s degree can be apostilled; the company’s board resolution cannot. Send them as two sets so each takes the correct route.

|---|---|
| Embassy legalisation fee | Extra where the country needs it; confirmed in your written quote |

FAQs: Commercial Document Apostille for Oman: Why It Is Refused
Is a commercial document apostille for Oman valid at all?
Oman’s 2021 declaration says the Convention does not apply to commercial and customs documents, so an apostille on such a paper may be refused in Oman. We do not recommend it. The safe route is Chamber of Commerce attestation, MEA attestation and Oman Embassy legalisation in New Delhi.
Can my personal documents for Oman still be apostilled?
Yes. Oman applies the Convention to civil public documents, so degrees, birth and marriage certificates and similar personal papers for Oman take the MEA apostille. No Oman Embassy stamp is needed on top of it.
I already got an apostille on our invoice. What now?
Send us a photo of the invoice with the apostille. Usually a fresh signed invoice is the cleaner option, taken through the chamber, MEA attestation and the Oman Embassy. We confirm what is possible before you spend more.
Does the rule apply to certificates of origin?
Yes. A certificate of origin is a customs document, which is exactly what the declaration excludes. It goes through chamber attestation, MEA attestation and Oman Embassy legalisation like other trade papers, and the details on it should match the invoice.
Why does the MEA need a Chamber of Commerce stamp first?
The MEA’s attestation guidelines say commercial documents must be pre-authenticated by a Chamber of Commerce. The chamber checks the company signatory, and the MEA then attests the chamber’s signature. Without that step the MEA will not accept the paper.
Do I have to visit the Oman Embassy in New Delhi?
No. INFINITYGRO submits and collects the papers. Courier the originals to our office or drop them off in Delhi, and we return them by Blue Dart or another secure courier. We do not offer home pickup.
How long does the legalisation route take?
It depends on the chamber, the number of papers and the embassy’s workload, so we do not publish a fixed figure. You get a time estimate with the written quote, plus courier time to Delhi and back.
Can you translate company papers into Arabic?
Yes. INFINITYGRO translates into Arabic and other languages, priced by language and page. Ask your Omani partner whether the translation must also be legalised with the original, so we can plan the order of work before starting.
