Agency Agreement Attestation for Oman
Agency agreement attestation for Oman, for Indian companies appointing an Omani agent or distributor. Oman is in the Apostille Convention, but since 2021 it does not apply the Convention to commercial documents. So an agency agreement signed in India still goes notary, Chamber of Commerce, MEA attestation and legalisation by the Embassy of Oman in New Delhi.

Agency agreement attestation for Oman: quick answer
Agency agreement attestation for Oman follows the embassy route, even though Oman is a party to the Hague Apostille Convention. In a declaration dated 23 March 2021, recorded by the HCCH, Oman stated that the Convention does not apply to commercial and customs documents of any type, origin or value, and applies only to civil public documents. An agency agreement is a commercial document, so an MEA apostille is not enough for it.
The agreement is notarised, attested by a Chamber of Commerce and by the MEA, and then legalised by the Embassy of Oman in New Delhi. INFINITYGRO handles all four stages from Delhi. The total is quoted in writing after we see the agreement; the Oman Embassy fee is extra and shown in that quote.
Why Oman takes apostilles for some papers but not agency agreements
The Convention entered into force for Oman on 30 January 2012. For a few years many Indian exporters used the apostille for everything going to Oman. Oman’s 2021 declaration narrowed that: it treats the Convention as covering civil public documents only.
MEA apostille is accepted
Civil and personal documents, such as birth and marriage certificates and educational documents.
MEA attestation + Oman Embassy
Commercial and customs documents: agency and distribution agreements, board resolutions, invoices, certificates of origin and similar company papers.
What happens to the agreement once it reaches Oman
Your Omani agent uses the legalised agreement to record the agency and to show buyers that they represent you. Three practical points come up often.
Arabic
Omani ministries work in Arabic. Ask your agent whether they want a bilingual agreement signed in India, or an Arabic translation made in Oman after legalisation.
Local attestation
Oman’s Ministry of Foreign Affairs lists trade agency documents among the commercial papers it attests through Oman Post. If your agent is told to get that stamp, it is done in Oman.
Renewals and changes
A new or amended agreement needs its own legalisation. Plan renewals early so the agency record does not lapse.

Oman embassy attestation feesFAQs: Agency Agreement Attestation for Oman
Oman is a Hague country. Why can’t I apostille the agreement?
Because of Oman’s declaration of 23 March 2021, recorded by the HCCH. Oman stated that the Convention does not apply to commercial and customs documents and covers only civil public documents. An agency agreement is commercial, so it needs MEA attestation and Oman Embassy legalisation.
We apostilled an agency agreement for Oman last year. What now?
If the Omani office will not accept it, the agreement needs the attestation route instead: MEA attestation followed by Oman Embassy legalisation. Send us photos of every stamped page and we will tell you in writing which stages have to be added or redone, and quote for them.
Does the agreement need a Chamber of Commerce stamp?
Yes. An agency agreement is a commercial document, and the MEA attests it on the basis of the chamber’s attestation, after a notary has attested the signature. We arrange the notary and the chamber in Delhi before the MEA and embassy stages.
Can a distribution agreement and a sole agency agreement both be legalised for Oman?
Yes. The route depends on the document being a commercial agreement of an Indian company, not on its title. Whether the Omani side registers it as a commercial agency depends on its terms, which your Omani agent or lawyer will check.
Should the agreement be in Arabic?
Ask your agent. Omani ministries work in Arabic, so the agent may want a bilingual agreement signed in India or an Arabic translation made in Oman. INFINITYGRO translates into Arabic and can prepare the Arabic text before signing.
How long does Oman Embassy legalisation take?
It depends on the chamber, the MEA centre and the embassy’s working days, so we give the expected time in the written quote. Add courier time to Delhi and back, and tell us at the start if your agent has a deadline in Muscat.
Do personal documents for Oman also need the embassy?
No. Oman’s declaration keeps the apostille for civil public documents, so personal and educational documents for Oman are normally apostilled by the MEA. Only commercial and customs documents, such as this agreement, need the embassy route.
Do you send the agreement directly to Oman?
We return it within India by Blue Dart or another secure courier, or you collect it from our New Ashok Nagar office. Most principals then send it to their agent in Oman with their own international courier so they keep control of the original.
