Degree certificate apostille for Oman is the MEA apostille fixed to an Indian degree so that an employer, university or licensing body in Oman accepts it. Oman has applied the Apostille Convention since 30 January 2012. Its 2021 declaration excluded commercial and customs papers, but civil and educational documents still take the apostille, so no Oman Embassy stamp is added afterwards.

Why the Oman Embassy step dropped out
The traditional chain for an Indian degree going to the Gulf ended with the destination country’s embassy in New Delhi. Oman is different from the UAE, Qatar or Kuwait: it is a party to the Apostille Convention, which replaces that embassy step with one certificate from the issuing country.
There was confusion after Oman’s 2021 declaration, because it limited the Convention. Read closely, it removes only commercial and customs documents. Degrees, marksheets and other educational papers fall under the civil documents Oman still accepts with an apostille.

If you have only a provisional certificate, ask the employer whether it will accept one. Many prefer the final degree, and an apostille on the provisional cannot be moved later.

If an Omani checklist specifically asks for state education department (HRD) verification, that is done by your state’s department, not by us. Ask the employer whether the MEA apostille alone is enough; it usually is.

Does Oman accept an apostilled Indian degree?
Yes. Oman is a party to the Apostille Convention and applies it to civil and educational documents. Its 2021 declaration excluded only commercial and customs papers. An Indian degree with the MEA apostille needs no Oman Embassy stamp on top.
Why do some agents still offer Oman Embassy degree attestation?

Can a distance-learning degree be apostilled for Oman?
The MEA apostille confirms the signatures on the degree, whatever the mode of study. Whether an employer or regulator in Oman recognises a distance degree is its own decision, so check that before you apostille.
How long does it take?

Do you do state HRD verification of degrees?
No. If a checklist names state education department or HRD verification, that is done by your state’s department. For most Omani employers the MEA apostille through the notary and SDM route is enough; ask them first.
