PCC Attestation for China in Easy Steps
Chinese work permit offices want proof of no criminal record from your home country, and they want it recent and legalised. If you already hold an Indian PCC, it needs two stamps: MEA attestation and legalisation by the Chinese Embassy or a Consulate General. This guide explains why, when to start, and how we handle it.

PCC attestation for China: quick answer
PCC attestation for China means getting your Indian police clearance certificate attested by the Ministry of External Affairs and then legalised by a Chinese mission in India. Work permit guidance from Chinese city governments, such as Shanghai and Nanjing, asks for a criminal record certificate from your home country that is certified by a Chinese embassy or consulate and issued within six months. A personal declaration of no criminal record is not accepted.
An apostille is not an option, because India objected to China’s accession to the Apostille Convention. INFINITYGRO handles both stamps on the PCC you already hold. Our MEA stage is Rs 1,000–1,500 per PCC all-inclusive; the Chinese Embassy fee is extra and confirmed in your written quote. We do not apply for PCCs or police verification.
Who needs a legalised PCC for China
Work permit applicants
The criminal record certificate is part of the permit file your employer submits in China before you get a Z visa.
People changing jobs in China
A new permit application may ask for a fresh certificate if the old one is older than the office accepts.
Others on request
Some schools, institutes or family matters may ask for one. Follow what the receiving office puts in writing.
The six-month rule and when to start
Shanghai and Nanjing guidance says the criminal record certificate should be issued within six months, and Nanjing counts back from the date the permit application is accepted. Time spent on courier, MEA attestation and Chinese legalisation all comes out of that window.
- Get the employer’s checklist before you apply for the PCC
- Send the PCC to us soon after it is issued, not weeks later

China embassy attestation feesFAQs: PCC Attestation for China in Easy Steps
Can I apostille my PCC for China?
No. China joined the Apostille Convention in 2023, but India objected, so the apostille is not used between the two countries. Your PCC needs MEA attestation and then legalisation by the Chinese Embassy or a Chinese Consulate General in India.
How old can my PCC be?
Shanghai and Nanjing work permit guidance says the criminal record certificate should be issued within six months, and Nanjing counts back from the date the application is accepted. Check with your employer, and do not let the PCC sit before sending it for attestation.
Will a self-declaration of no criminal record work?
No. Chinese permit guidance states that a personal declaration of no criminal record is not accepted. It must be a certificate issued by the police or another competent authority, then certified by a Chinese embassy or consulate.
Can you get the PCC for me?
No. INFINITYGRO does not apply for PCCs, book appointments or follow police verification. Once you hold the certificate, we handle PCC attestation for China through the MEA and the Chinese mission and return it to you.
Does a PCC need notary and SDM before the MEA?
A PCC issued by a Passport Seva office goes to the MEA directly. A certificate from a local police office may need state authentication first, which we do not do ourselves. Send us a photo and we will confirm the route.
What does PCC attestation for China cost?
Our charge for the MEA stage is Rs 1,000 to Rs 1,500 per PCC, all-inclusive. The Chinese Embassy fee is extra and is confirmed in your written quote. Courier both ways and any translation are separate.
Do I need a Chinese translation of the PCC?
Nanjing’s permit FAQ asks for Chinese translations of non-Chinese documents, sealed by a translation company. Other cities may differ. Ask your employer where the translation should be made. INFINITYGRO translates into Chinese if it is needed from India.
Can I send the PCC by courier from another city?
Yes. Courier it to our New Ashok Nagar office in Delhi. There is no home pickup. We return the legalised PCC by Blue Dart or another secure courier, and send you scans for your employer first.
