What is involved in degree certificate apostille in Kochi?

Kerala University of Health Sciences, Thrissur
KUHS awards the MBBS, BDS, nursing, pharmacy and allied health degrees held by graduates of medical and nursing colleges across Kerala, including those in Kochi.

NORKA-ROOTS is a genuine Kerala Government agency, but it is not a substitute for the MEA stage and it is not needed by every applicant. Use it only where the receiving authority has asked for State attestation in writing.

Ernakulam and Kochi city

Does NORKA replace the Ministry of External Affairs stage?
No, and this is the most damaging misunderstanding we see on Kerala files. NORKA attestation is a State-level step. Only the Ministry of External Affairs can issue an apostille, and only an embassy can legalise a document for a non-convention country. NORKA comes before those stages, never instead of them.
My degree says Mahatma Gandhi University, Kottayam, but I studied in Kochi. Is that right?
Yes, and it is the normal position. Most arts and science colleges in Ernakulam district are affiliated to MG University, whose campus is at Kottayam. The address on the degree does not affect the route; what matters is that it is a Kerala degree.
Cochin is listed as an MEA apostille centre. Can I submit there?
Cochin is indeed one of the sixteen cities where the Ministry decentralised apostille work from January 2019, but the Ministry has not accepted documents over the counter from members of the public anywhere in India since 2012. Files are lodged through authorised agencies. The decentralisation changed where processing happens, not who may submit.
I am a nurse going to Ireland or the United Kingdom. Apostille or attestation?
Both countries are convention members, so an MEA apostille is the correct legalisation and no embassy stamp follows. The regulators there set their own document lists, however, and usually want transcripts and a certificate of good standing alongside the degree. Get their list first, then decide the route.
My employer in Dubai wants an attested degree. Is an apostille enough?
No. The UAE is outside the Hague Convention, so the degree needs MEA attestation followed by legalisation at the UAE embassy in New Delhi, and many employers want State attestation before that. Saudi Arabia is different, having joined the convention in December 2022, where an apostille usually suffices.
