What Germany does instead is document verification, which only a German authority can request, never you. For students the real requirement is the APS certificate. Before anything else: is Germany embassy attestation a real stage?
Two facts decide this page, and both of them are unusual.
First, the Apostille Convention does not operate between India and Germany. Germany has been a party since 1966, and India acceded in 2005, but Germany lodged a formal objection to India's accession on 21 April 2005 and has never withdrawn it. Where a state objects, the Convention simply does not apply between the two countries. Belgium, Finland, the Netherlands and Spain objected at the same time and all four later withdrew. Germany did not. So an Indian apostille is not the right document for Germany, and the German Federal Foreign Office says so in plain words on its own India pages.
Second, Germany does not legalise Indian documents either. German missions in India discontinued legalisation in 2000, with the approval of the Federal Foreign Office, on the stated ground that too many Indian documents were incorrect in form or content. That position has not changed. There is no counter in New Delhi, Mumbai, Chennai, Bengaluru or Kolkata where an Indian document can be legalised for Germany.
What exists instead is Urkundenüberprüfung, document verification. A German authority or court that doubts an Indian document asks the German mission to check it. The mission commissions a service provider, a consular officer assesses the findings, and a statement goes back to the requesting authority. It is an expert opinion to help that authority decide, not a stamp on your certificate, and a private individual cannot start the process at all. That is why Germany embassy attestation, as the Indian market understands the phrase, has no counterpart in German practice.
Germany's objection to India's accession is recorded in the Convention's depositary records, and the discontinuation of legalisation and the verification procedure are published by the German missions in India. Confirm the current position on their own pages before acting.
What can actually be done for a Germany-bound document
Germany embassy attestation cannot be purchased at any price, because neither an apostille nor a legalisation is available. A German file is therefore shorter than most, and the real work is establishing what the German body in front of you actually requires. Everything below happens in India. Only the municipal registrar's certificate counts; a hospital record does not.

A marriage certificate for Germany is wanted for spouse reunification and for registering a marriage. German registry offices frequently request verification of Indian marriage certificates, and that request comes from them, not from you. Germany embassy attestation fees are the clearest example on this site of a charge for something that does not exist. There is no German mission fee because there is no German mission service. What a German file genuinely involves is this.
1There is no German mission charge, because there is no service
No German mission in India legalises Indian documents. If a quotation you have received contains a German embassy or consulate fee, that is the clearest possible sign to stop and ask what exactly is being charged for.
2Verification, if it happens, is billed to the German authority
Where a German authority requests verification, the mission invoices that authority, which may then seek reimbursement from the applicant. The published figure is a substantial fixed amount per application regardless of how many documents are checked, and the mission's own page carries the current number.
3MEA attestation, only where a German body asked for it
Where authentication has genuinely been requested, you pay the Ministry's statutory charge per document, the Notary and SDM stages, our handling and the courier. Nothing beyond that.
4Certified German translation
Frequently the only real cost in a German file. German authorities generally want a translation by a sworn translator recognised in Germany, which is arranged there and priced there.
5APS, for students
The Academic Evaluation Centre charges its own fee and runs its own timetable. It is paid directly to APS and has nothing to do with attestation.

Germany embassy attestation: what each kind of applicant should actually do
Because the usual answers do not apply to Germany, it is worth going through the four situations Indians are actually in. Find yours before you spend anything.
Students. Your requirement is APS, the Academic Evaluation Centre attached to the German Embassy's science section in New Delhi, which checks that your academic documents are genuine and that you are eligible to apply to a German university. Since the APS office in India began processing in October 2022 it has become a standard part of the student visa route, and German universities generally expect the certificate at application. APS is not attestation, it is not something we provide, and no apostille or legalisation substitutes for it. Apply early, because it takes weeks.
Workers and professionals. Your question is recognition, not legalisation. Germany assesses whether a foreign qualification is equivalent to a German one through the competent body for your profession, using the national database of foreign qualifications. That assessment is about content and institutional standing. Some employers and recognition bodies additionally ask for MEA-attested copies, and where they do, that is work we can do. Ask first.
Family, marriage and registry matters. This is where German verification actually bites. German registry offices are notably careful about Indian birth and marriage certificates, and where they have doubts they ask the German mission to verify. You cannot pre-empt this by buying Germany embassy attestation, and no stamp reduces the chance of it happening. What you can do is make sure the underlying records are correct, consistent and issued by the right authority, because that is what verification examines.
Companies. German counterparties usually want documents certified through a chamber of commerce, and the Indo-German Chamber of Commerce is often named specifically. Commercial documents take the Chamber route and then the Ministry, and a covering letter on company letterhead should travel with the set.
A word about the industry. You will find a great many Indian pages advertising Germany embassy attestation with a confident price list. Ask any of them which German office applies the stamp and on what date German missions resumed legalisation. There is no answer, because they did not resume. We would rather lose the enquiry than take money for a stamp that no counter issues.

My German employer asked for attested documents. What should I send?
Go back to them in writing and ask what form they mean, because the word attested is used loosely. If they want an apostille, tell them the Convention does not apply between Germany and India. If they want Indian government authentication, that is Notary, SDM and MEA attestation and we can do it. If they want recognition of the qualification, that is a German assessment process, not a stamp, and nothing in Germany embassy attestation will deliver it.
The German registry office is questioning my marriage certificate. What now?
That is almost certainly heading towards verification, and the registry office itself initiates it. You cannot pre-empt it by buying attestation. What helps is making sure the certificate was issued by the correct registrar, that names and dates match your other records exactly, and that you can supply the supporting identity documents the mission will ask the authority for. Expect the process to take weeks.
Do I need a German translation?
Usually yes, and in most German files it is the only real cost. German authorities generally require a translation by a sworn translator recognised in Germany, who seals it and attaches it to the source document. Have it done in Germany rather than in India, because an Indian agency's certification is commonly refused by German offices.
What about commercial documents for a German company?
Those take the commercial chain: a chamber of commerce attestation, then the Ministry of External Affairs. German counterparties often name the Indo-German Chamber of Commerce specifically, so ask which chamber they expect before starting.
