HRD Attestation in India: What It Is and the Faster Delhi Alternative

HRD attestation is the State-level check on an educational certificate before it reaches the Ministry of External Affairs. It is done by each State’s own education department, under its own rules. This guide explains what that stage is, when a receiving country really needs it, and the Delhi notary, SDM and MEA route that most applicants use instead.

Quick answer

HRD attestation in India: the short answer

HRD attestation in India is the verification and stamp that a State government’s education department (often still called the HRD department) puts on a degree, diploma or school certificate issued in that State. The MEA’s guidelines name the State Education Department as the authority for educational documents, so some receiving offices abroad still ask for this stamp before the MEA stage.

Many applicants do not need it. For most countries, the MEA stage is completed on the Delhi route instead: a notary, then the Sub-Divisional Magistrate (SDM) in Delhi, then the MEA. INFINITYGRO handles that route in 2–3 working days for Rs 1,000–1,500 per document. INFINITYGRO does not carry out State HRD attestation; if your checklist insists on it, the State department does that step first.

Part 1 · The basics

What the State HRD stage actually checks

Before the MEA puts an apostille or attestation stamp on a document, it needs a signature it can recognise from a designated authority. The MEA’s attestation guidelines put it this way: educational documents should first be authenticated by the Education Department of the State or Union Territory concerned, personal documents by the Home or General Administration Department, and commercial documents by a Chamber of Commerce.

01

Who does it

The education department of the State where your university or board is located, not the State where you live or work now.

02

What it checks

That the certificate was issued by a recognised institution in that State. States may first ask the university to confirm it.

03

What it does not do

It is not the final stamp. The MEA stage, and for some countries an embassy stage, still follows.

The same MEA guidelines list all District Judges and Sub-Divisional Magistrates in Delhi among the designated authorities for the NCT of Delhi. That is the basis of the Delhi route described below.

Part 2 · Do you need it

When HRD attestation in India is really needed

Delhi route is usually enough

  • Study admissions in Hague countries such as the UK, Italy, Australia and South Korea
  • Most job and visa files for Hague countries
  • UAE files, unless the checklist names State HRD

Add State HRD only when

  • The receiving university, employer or council names HRD or State education department attestation in writing
  • A government employer abroad has a fixed checklist that includes it
  • You have been told so by the authority that will receive the document, not by a third party

For the UAE, the usual route is Notary → SDM → MEA → UAE Embassy New Delhi → UAE MOFA online, which takes about 5–7 working days through us. The HRD step is added only if your UAE checklist asks for it.

Part 5 · Avoid delays

Mistakes that cost time

  • Starting HRD because a friend needed it, without checking your own checklist

FAQs

FAQs: HRD Attestation in India: What It Is and the Faster Delhi Alternative

What is HRD attestation in India?

It is the authentication of an educational certificate by the education department of the State that issued it, done before the MEA stage. Some receiving offices abroad ask for it; many do not, and accept the Delhi notary, SDM and MEA route instead.

Is HRD attestation compulsory for an apostille?

Not in practice for most countries. The MEA also acts on the signature of a Delhi SDM, who authenticates a notarised copy. That route is accepted for most countries. Add HRD only when the receiving authority names it on its checklist.

Does INFINITYGRO do HRD attestation?

No. State HRD attestation is done by each State’s own education department. We offer the Delhi route (Notary, SDM and MEA), usually in 2–3 working days, which is accepted for most countries. If HRD is required, complete it with the State and then send us the document for the MEA stage.

Which State does my HRD attestation?

The State where your university, college or board is located. A degree from a Pune university goes to Maharashtra even if you now live in Delhi. Check that State’s education department site for its current procedure.

Do I need HRD for a UAE job?

Only if your UAE checklist asks for it. The usual route is Notary, SDM, MEA, the UAE Embassy in New Delhi and UAE MOFA online, which we complete in about 5–7 working days. Ask your employer for the written checklist before starting anything.

How long does HRD attestation take?

It depends on the State and on whether the university must verify the certificate first. We do not quote State timelines because we do not handle that stage. The Delhi route through us usually takes 2–3 working days once the document reaches us.

Can my educational document be apostilled online?

Yes. We also offer the online apostille (e-Sanad / QR apostille service), usually ready in 2–3 working days through INFINITYGRO. Send the document and a copy of your passport, because the passport number is entered online.

Do experience letters or birth certificates need HRD?

No. HRD deals only with educational documents. Experience letters, birth and marriage certificates and other personal papers go through a notary and the SDM in Delhi before the MEA stage, and then the embassy stage if the country needs it.
