Why Ethiopia needs attestation instead of an apostille

What happens once the certificate reaches Ethiopia
The Embassy of India in Addis Ababa has published an advisory on Indian documents used for work and residence permits. It says Ethiopia’s Ministry of Foreign Affairs wants such documents verified, and that Indian documents should first be authenticated in India, including by the MEA.

Is there an online option for Ethiopia?
