Settling the Comoros embassy attestation question first

Two facts decide everything on this page, and both of them are inconvenient.

First, Comoros is not an Apostille Convention country. It does not appear in the HCCH status table for Convention No. 12, so an apostille sticker is not the correct legalisation for a document going to Moroni. What the Ministry of External Affairs applies instead is a normal attestation stamp, which is a different thing from an apostille even though both come from the same counter in New Delhi.

Second, there is no Comoros embassy in India to stamp anything afterwards. The Union of the Comoros does not appear in the Ministry of External Affairs list of resident foreign missions in India, and no official Comorian mission address in India can be verified. Whatever honorary representation may exist, an honorary consul ordinarily has no authority to perform consular legalisation. India's own mission to Comoros is the Embassy of India in Antananarivo, Madagascar, concurrently accredited to Moroni.

So when somebody sells you Comoros embassy attestation in Delhi, ask them which building they intend to walk into. The honest position is that the chain usually stops at the Ministry of External Affairs, and whether that is enough depends entirely on who in Comoros is receiving the paper.

Comoros embassy attestation fees are a slightly misleading idea, because the one charge people expect, the mission charge, does not arise at all in India. What remains and what shifts the number is this.

1There is no mission fee to pay in India

No Comoros consular legalisation is available here, so no mission charge enters the quote. If a quote you have received contains one, that is the clearest possible sign to ask questions.

2Whether a third-country legalisation is required

If the receiving party insists on a Comoros mission stamp, that mission is outside India and the document has to travel. That cost, and the delay, is entirely outside our control and we will say so plainly rather than absorb it into a figure.

3Whether a State authentication is demanded

Where a receiving body wants State HRD or home department authentication first, that is a separate process you arrange and pay for directly.

4Translation into French

French is an official language of Comoros and employers often expect it. Translation is not part of our quote and should be priced separately once you know who the receiving office accepts as translator.

5Documents per file, courier and urgency

Several documents travelling together cost less than the same documents sent one at a time, tracked courier from outside Delhi adds to the total, and a genuine deadline is priced differently from a routine file.

Comoros embassy attestation: the honest version, including the ship registry question

Comoros generates an unusual pattern of document requests from India, and understanding why makes the acceptance question much easier to answer.

Comoros operates an open ship registry. A significant share of Comoros-related paperwork reaching Indian agents is maritime: crew contracts, seafarer certificates, medical fitness records, company documents for vessel owners and managers. Indian seafarers serving on Comoros-flagged vessels are a real and recurring category, and their documents are usually wanted by a manning agent or registry office rather than by a government department in Moroni.

That changes what is acceptable. A manning agent or a private registry is far more likely to accept an MEA-attested document than a government office handling nationality or civil status would be. So the answer to what do I need is often less than the internet suggests, provided you ask the right person.

Where a genuine consular legalisation is unavoidable. Occasionally a Comorian authority insists on a stamp from a Comoros mission. Comoros maintains missions in a number of countries but not in India, so the document has to be sent to one of them, or handled by someone in Comoros on your behalf. This is slow and awkward, and no Indian agency can shortcut it. We will tell you when you have reached that point instead of charging you to find out.

Language. Comorian, French and Arabic are the official languages. English-only documents are accepted in commercial and maritime contexts far more readily than in official ones. Ask before you commission a translation.
