Cuba embassy attestation or an apostille: which does your document need?

Embassy legalisation country

Cuba requires embassy legalisation, and an apostille will not do. Cuba does not appear in the HCCH status table for Convention No. 12, so the Ministry of External Affairs applies its ordinary attestation stamp rather than an apostille sticker, and the document then goes to the Cuban mission in New Delhi for consular legalisation.

This distinction matters more than it sounds. The apostille and the attestation come from the same Ministry counter and cost similarly, but they are not interchangeable. A document apostilled by mistake has to be attested properly before the Cuban Embassy will accept it, which means the fee was wasted. Ask any agency quoting you an apostille for Cuba to show you where Cuba appears in the Convention table.

There is a further stage that almost no Indian page mentions. Documents legalised by a Cuban mission abroad are, for several purposes, expected to be presented to or recorded by the Cuban Ministry of Foreign Relations after they reach Cuba. Whether that applies to you depends on the receiving institution, and it is worth asking about before you travel rather than afterwards.

A birth certificate for Cuba arises in dependant files, student admission for minors and civil status matters. Only the municipal registrar's certificate can be attested and legalised; a hospital record cannot. A Spanish translation is almost always expected with it.

Cuba embassy attestation fees are a real figure rather than a historical one, because the mission stage genuinely exists. The components that move the total are these.

1The Cuban Embassy consular charge

A real and unavoidable line on every Cuban file, unlike the apostille countries covered elsewhere on this site. It is set by the mission, paid to the mission and passed through at cost, and it varies by document category.

2Document category at the mission

Educational, personal and commercial documents are not treated identically at a consular counter. Commercial documents typically attract the highest charge and sometimes additional requirements such as a covering letter on company letterhead.

3Whether a State authentication is demanded

Where a Cuban university or health authority wants State HRD authentication before the Ministry, that is a separate process you arrange and pay for directly, and it adds weeks.

4Spanish translation

Cuba works in Spanish and most receiving bodies expect a Spanish version. Translation is not part of our quote and should be priced separately once you know who the institution accepts as translator.

5Documents per file, courier and urgency

Several documents moving through the chain together cost less than the same documents sent one at a time; tracked courier from outside Delhi adds to the total; and a genuine deadline is priced differently from a routine file.

Cuba embassy attestation: the two real audiences, and the mistake both of them make

Almost everyone who needs Cuba embassy attestation from India falls into one of two groups, and both make the same error.

Medical and scientific study. Cuba's medical and biotechnology institutions take foreign students and run technical cooperation programmes, and Indian applicants need legalised qualifications, transcripts and police certificates. Returning graduates need the reverse: Cuban-issued qualifications legalised for use in India, which is handled by the Indian mission in Havana rather than in Delhi.

Pharmaceutical and biotechnology trade. India and Cuba have an active health-sector relationship, with memoranda of understanding on health and medicine cooperation, and that generates a steady flow of free-sale certificates, GMP documentation, certificates of origin and distribution agreements. These are commercial documents and take the Chamber of Commerce stage before the Ministry.

The shared mistake is buying an apostille. Because so much of the Indian attestation industry has moved to apostille-only language, Cuban files routinely arrive with an apostille sticker on them. The Cuban Embassy will not legalise on top of an apostille, and the Ministry will not simply swap one for the other. The document goes back to the start and the money is gone. If you take one thing from this page, take that.

The second mistake is stopping at the embassy. Consular legalisation in Delhi makes the document usable, but several Cuban institutions additionally expect it to be presented to the Ministry of Foreign Relations after arrival. Nobody in India can do that for you. Ask the institution in Cuba whether they require it, in writing, before you fly.

That is the reverse direction and it does not run through Delhi.
