Quick answer

A marriage certificate apostille in Meghalaya is completed in New Delhi: notary, SDM attestation and the MEA apostille, in about 2–3 working days once the certificate arrives, for ₹1,000–₹1,500 plus courier. Meghalaya made registration compulsory in 2012, so most certificates come from a government registrar. Khasi and Garo naming customs mean surnames should be checked against passports first.

Registration in Meghalaya

Compulsory registration and matrilineal surnames in Meghalaya

Meghalaya passed a law making the registration of every marriage compulsory in 2012. Church weddings, customary Khasi, Jaintia and Garo marriages and court marriages are all registered with the district Registrar of Marriages, who issues the certificate.

Khasi and Garo societies are matrilineal, so surnames often pass through the mother's clan. That is perfectly normal for the apostille, but it means the surname on a marriage certificate may not match the way a passport or a foreign form expects it. Check both before posting.

Certificates are generally in English, so English-speaking countries rarely ask for a translation.
