Before anything else: is Burundi embassy attestation a real stage?

Burundi is a party to the Hague Apostille Convention, in force for it since 13 February 2015. In the ordinary case an MEA apostille is all an Indian document needs, and nothing goes to the Burundian mission.

The caveat: Burundi's accession was recorded with objections lodged by a small number of other contracting states. Where a state objected, the Convention simply does not operate between that state and Burundi, and documents move by the older consular route instead. India is not recorded among the objecting states, so the apostille route should apply to Indian documents.

Practice on the ground can still lag behind the treaty, particularly with employers and local offices that have always asked for a consular stamp. So the sensible order is: get the apostille, and ask the receiving body in writing whether they also want mission legalisation. If they do, we arrange it.

Burundi: who goes, and what they are asked for

Burundi is a small, landlocked East African Community member, and the Indian presence there is concentrated in a few areas. Knowing which one you are in tells you what paperwork to expect.

Trade and distribution. Indian pharmaceutical, FMCG, agricultural machinery and building materials firms sell into the region, often through Bujumbura or across the border from Tanzania. Those files are commercial: invoices, certificates of origin, distribution agreements and company documents, which need a Chamber of Commerce step before the Ministry.

Medical and teaching staff. Doctors, nurses and teachers on contracts with hospitals, mission institutions and schools. Professional registers here want the degree, the transcript and the council registration, and usually in French.

Engineering and projects. Energy, roads, telecoms and mining projects bring in engineers and technicians, often through contractors based elsewhere in the region. The employer's own checklist governs, and it is worth getting it before anything is posted.

Development and humanitarian work. UN agencies and international NGOs employ Indian staff, and their human resources departments are generally precise about what they want, which makes those the easiest files to plan.

Across all four, two things decide how smooth the file is: a written requirement from the receiving side, and planning the French translation at the same time as the legalisation rather than after it.
