Chamber of Commerce Attestation for Export and Company Documents
Export papers and company documents cannot go to the MEA through a notary and SDM. They need Chamber of Commerce attestation first: a recognised chamber confirms the company’s signature and seal, and the MEA then adds its apostille or attestation. For Gulf and other non-Hague buyers, the buyer’s embassy legalises the document last. We handle the chamber, MEA and embassy stages for exporters and companies across India.

Chamber of commerce attestation: quick answer
Chamber of Commerce attestation is the authentication of a commercial document by a recognised Chamber of Commerce, which confirms the signature and seal of the company that issued it. It is the first stage for Certificates of Origin, commercial invoices, company Power of Attorney, board resolutions and incorporation documents going abroad.
After the chamber, the MEA adds an apostille (for Hague countries) or its attestation stamp (for non-Hague countries such as the UAE, Qatar, Kuwait and China, which then need their embassy’s legalisation). Because chamber and embassy fees depend on the document and country, we quote each file in writing.
What Chamber of Commerce attestation does
A personal certificate is issued by a government office, so a notary and the SDM can authenticate it. A commercial document is issued by a private company: an invoice, a Certificate of Origin, a Power of Attorney signed by a director. The authority that can vouch for a company’s signature is a Chamber of Commerce of which it is a member, or which knows its signatory.
That is why the MEA expects Chamber of Commerce attestation on commercial documents before its own stamp. National chambers such as FICCI and the PHD Chamber, and regional chambers across India, attest documents for exporters. For non-preferential Certificates of Origin, certificate of origin attestation is usually done by the chamber that issued the certificate. Our commercial document attestation guide covers individual document types.

| Qatar, Kuwait | MEA attestation → embassy. See Qatar and Kuwait commercial guides. |

| China | MEA attestation → Chinese Embassy (China commercial guide). |
| Europe, USA, other Hague countries | MEA apostille; no embassy step. See commercial document apostille. |

Mistakes we see in chamber files
- A Certificate of Origin and an invoice that show different quantities, values or dates.
- Documents signed by someone the chamber has no record of as an authorised signatory.
- A Power of Attorney not notarised on the stamp paper the destination asks for.
- Apostilling a commercial document for Oman, which excludes commercial papers from the apostille.

Chamber of commerce attestation: FAQs
What is Chamber of Commerce attestation?
It is the authentication of a commercial document by a recognised Chamber of Commerce, which confirms the issuing company’s signature and seal before the MEA adds its apostille or attestation.
Which documents need Chamber of Commerce attestation?
Certificates of Origin, commercial invoices, packing lists, company Power of Attorney, board resolutions, MoA, AoA, incorporation certificates and agency agreements going abroad.
What is the Chamber of Commerce attestation fee?
Chamber fees depend on the chamber and document, and embassy fees depend on the country, so we quote each commercial document in writing before you send it.
Do commercial documents for Oman need the embassy?
Yes. Oman joined the Apostille Convention but excluded commercial and customs documents, so these need MEA attestation and the Oman Embassy’s legalisation after the chamber.
Can a Certificate of Origin be apostilled?
Yes, for Hague countries. After the chamber attests it, the MEA adds the apostille. For non-Hague countries the MEA attests it and the embassy legalises it.
Do you work with exporters outside Delhi?
Yes. Exporters across India courier their documents to our Delhi office. We do not offer home pickup.
How is chamber attestation different from SDM attestation?
SDM attestation in Delhi is for personal and educational documents after a notary. Chamber attestation is for company and export documents.
