Commercial Document Attestation – Chamber, MEA & Embassy (2026)

Shipping to the Gulf, opening a branch abroad, registering a product or bidding for an overseas tender? Indian company and trade papers are accepted abroad only after commercial document attestation: a Chamber of Commerce attests the company signature, the MEA attests the chamber, and the destination embassy legalises it. INFINITYGRO runs the whole chain from New Delhi for exporters across India.

Commercial document attestation: the short answer

Commercial document attestation follows three steps: (1) a recognised Chamber of Commerce attests the signature of the company signatory; (2) the Ministry of External Affairs attests the chamber’s seal; (3) the embassy of the importing country legalises the document. Gulf countries may add a foreign-ministry step after arrival – for example UAE MOFA. Embassy fees for commercial papers are usually much higher than for personal documents, so every file is quoted in writing.

Which documents count as commercial?

The MEA treats any document issued by or for a company as commercial. It falls into two groups.

Trade and shipment papers

Certificate of origin, commercial invoice, packing list, bill of lading copy, price list, product catalogue, halal certificate, certificate of analysis.

Corporate papers

Certificate of incorporation, MOA and AOA, board resolution, company power of attorney, authority letter, agency or distribution agreement, GST certificate, IEC, free sale / GMP / COPP certificates.

Commercial document attestation – how we process it

  1. Send scans and the buyer’s list

WhatsApp the documents and what the importer or ministry asked for. We confirm the chain for that country and quote in writing.

  2. Signed originals on letterhead

The company signs and stamps each document; we check signatory name and designation match the chamber records.

  3. Chamber of Commerce

A recognised chamber attests the company signature.

  4. MEA attestation

The MEA attests the chamber seal.

  5. Embassy legalisation

The importing country’s embassy legalises the document and collects its fee.

  6. Dispatch

Scans for your buyer the same day, originals by tracked courier.

Exporter checklist: getting commercial papers right first time

  • Print every document on company letterhead with full address, GST and IEC where relevant.
  • Sign in ink and stamp; the signatory must be an authorised director or officer.
  • Keep the consignee name and address identical on invoice, packing list and certificate of origin.
  • Use the importer’s exact legal name – embassies compare it with the import licence.
  • For Gulf tenders, check whether the buyer needs one original set or several.
  • Ask for the attestation quote before shipment, because embassy fees for commercial papers are per document.

A clean file usually clears the chamber and MEA in a few working days; the embassy stage depends on the country.

Terms exporters meet in commercial document attestation

TermMeaning
Chamber attestationA recognised Chamber of Commerce confirms the company signatory’s signature and seal.
MEA attestationThe Ministry of External Affairs confirms the chamber’s seal for use abroad.
Embassy legalisationThe importing country’s embassy in New Delhi confirms the MEA stamp.
ConsularisationAnother word for embassy legalisation of trade papers, often used by freight forwarders.
MOFA attestationA foreign-ministry step in the importing country after the embassy, as in the UAE.
ApostilleA single MEA certificate used instead of embassy legalisation for Hague countries.

When a buyer asks for “legalised”, “consularised” or “attested” papers, they almost always mean the same commercial document attestation chain.
