The short answer on Croatia embassy attestation for Croatia
Croatia does not perform consular attestation of Indian documents. The Apostille Convention has applied to Croatia since 8 October 1991, carried over on independence and formally confirmed by succession in 1993, so a numbered MEA apostille from New Delhi is the complete legalisation of an Indian public document for Croatia.
There is a second reason the embassy-attestation story makes no sense for Croatia, and it is worth understanding because it explains a lot of confusing advice online. Within the European Union, Regulation 2016/1191 removed even the apostille requirement for certain public documents moving between member states. That applies to documents issued in EU countries. India is not in the EU, so an Indian document still needs the apostille — but Croatian pages written for an EU audience often say no legalisation is needed, and Indians read that and panic or, worse, skip the apostille.
So the position is: Indian document for Croatia, one MEA apostille, no embassy, and then a translation question that is handled under Croatian law rather than Indian.
Croatia's status under Convention No. 12 is recorded in the HCCH status table, and the EU public documents regulation applies only between member states. Confirm the translation requirement with the Croatian office receiving your file.

1No mission stage
A Croatian file ends at the Ministry in New Delhi. No foreign mission fee enters the quote, which puts Croatia among the cheaper destinations we handle.
2Sworn court-interpreter translation
Commonly the largest single cost in a Croatian file, and entirely outside our quote. A sudski tumač is appointed under Croatian law and charges Croatian rates, usually per page.
3Recognition of the qualification
Where a university or a regulated profession requires academic recognition, that is a Croatian process with its own fee and its own timetable. It is arranged by you.
4Whether a State authentication is demanded
If a Croatian body insists on State HRD authentication before the Ministry, that is a separate process you arrange and pay for directly.
5Documents per file, courier and urgency
Several documents travelling together cost less than the same documents sent one at a time, tracked courier from outside Delhi adds to the total, and a real deadline is priced differently from a routine file.

Croatia embassy attestation: the sworn translator rule, and why Schengen entry changed the volume
Two Croatian specifics are worth more to you than anything generic about attestation, so here they are.
The sworn court interpreter. Croatian authorities generally require translations by a sudski tumač, a court interpreter appointed and registered in Croatia, who certifies the translation with a seal and binds it to the source document. A translation produced by an agency in India, however well done and however notarised here, is frequently refused. This catches people out badly, because they have already paid for it.
The practical consequence is a sequence: apostille the original in India, send a high-quality scan or the physical document to Croatia, and have the sworn translation done there over the apostilled version. Translating in India first is money gone.
Schengen and euro entry changed the traffic. Croatia joined the Schengen area and adopted the euro on 1 January 2023. Since then Croatia has been recruiting heavily from India for construction, hospitality, transport and care work, and the stay and work permit route handled by the Ministry of the Interior has become one of the busier Indian document channels in the EU. More files means more scrutiny, not less, and MUP offices are consistent about wanting properly apostilled and properly translated originals.
Do not be misled by EU-facing advice. Croatian and other EU pages often state that public documents from member states need no legalisation, which is correct under Regulation 2016/1191 and irrelevant to you. Indian documents are from a third country and the apostille is required.
Recognition is the slow part. Academic recognition of an Indian degree is assessed on syllabus and credit hours and takes its own time. Treat the apostille as the quick administrative step and start the recognition enquiry first.
