Dominican Republic Embassy Attestation: Apostille Rules, and Why the Objection List Does Not Affect India
Dominican Republic embassy attestation has not been the correct route since 30 August 2009, the day the Hague Apostille Convention came into force for the Dominican Republic. An Indian document for Santo Domingo or Santiago carries one MEA apostille. There is a wrinkle in the Dominican case that catches people out, and it is worth understanding properly.
When the Dominican Republic acceded, a few European states formally objected, which means the Convention does not operate between those states and the Dominican Republic. India was never among them, so for Indian documents the apostille works in full. INFINITYGRO handles the Notary, SDM and MEA stages from our Delhi office.
- ✓Dominican Republic has accepted apostilles since 30 August 2009
- ✓India raised no objection, so the apostille is fully effective for Indians
- ✓No Dominican consular stamp is needed on an Indian document
- ✓You see the full quote before a single document is lodged
Dominican Republic embassy attestation or apostille: the short answer
Quick answer Last updated 8 October 2026
Dominican Republic accepts the Hague apostille, so Dominican Republic embassy attestation is not a separate stage. An Indian public document for Dominican Republic is notarised, attested by a Sub-Divisional Magistrate in Delhi and then given a numbered apostille by the Ministry of External Affairs, Government of India. Nothing afterwards goes to a Dominican Republic embassy or consulate.

The short answer on Dominican Republic embassy attestation for Dominican Republic
The Dominican Republic does not attest Indian documents at a consular counter. The Apostille Convention entered into force for the Dominican Republic on 30 August 2009 following its accession, so a numbered MEA apostille from New Delhi is the complete legalisation of an Indian public document.
Now the wrinkle, because it is the reason you will find contradictory advice online. When a state accedes to the Convention rather than ratifying it, every existing party has a window in which to object. If a state objects, the Convention simply does not operate between those two countries, and full consular legalisation continues between them. Four European states objected to the Dominican accession: Germany, Austria, Belgium and the Netherlands. Three of those objections have since been withdrawn.
India objected to nothing. India has never raised an objection to the Dominican Republic's accession, so the Convention operates fully between the two countries and an Indian apostille is valid in the Dominican Republic without qualification. A German document is a different story, which is why German-language guidance on this country reads so differently from ours.
The accession date and the objection record are both published by the Hague Conference on Private International Law. Objections are bilateral, so what applies between Germany and the Dominican Republic has no bearing on an Indian file.
The route an Indian document takes for the Dominican Republic
Three stages inside India, ending in New Delhi, followed by a Spanish translation on the Dominican side for most official purposes. The Dominican Republic works entirely in Spanish and is firm about it. Everything Dominican Republic embassy attestation involves is in those stages and nowhere else.
Notary and SDM in Delhi, then the MEA apostille
The chain ends at the Ministry. Nothing travels to a Dominican mission.
- Arranged by you
Recognition of a foreign qualification through MESCYT, where it is required
The Ministry of Higher Education, Science and Technology handles recognition of foreign degrees in the Dominican Republic. It is assessed on course content and it runs on its own timetable. It is arranged by you and it is entirely separate from the apostille.

Notary Public and Sub-Divisional Magistrate attestation in Delhi
A Notary Public in Delhi enters and seals the document, then a Sub-Divisional Magistrate attests the notary's signature. This is the clearance the Ministry's apostille counter requires, and we handle it end to end.

MEA apostille
The Ministry of External Affairs affixes a numbered apostille sticker with a QR code to the reverse of the document. For the Dominican Republic that completes the legalisation. The Spanish translation is commissioned afterwards, over the apostilled document.
Typically needed for: Residency and investor visa files, university admission and recognition of a foreign degree through MESCYT, free-zone employment, marriage and civil registry matters, and company formation.
Verify the Dominican Republic embassy attestation position yourself — it takes a minute
Dominican offices are firm about language and about who may translate, and much less fussy about anything else. Ask the receiving office two things in writing: whether the translation must be done by an interprete judicial recognised in the Dominican Republic, and how recently the underlying certificate must have been issued. Those two answers shape the whole file.
The three document categories and what each one goes through
Every country sorts incoming paperwork into the same three families, and each family travels a different road through the Indian system. Getting the family right is the whole game: a commercial document pushed down the personal route is rejected, and a personal document sent to a Chamber of Commerce goes nowhere. Here is what belongs where, and what happens at each stage of Dominican Republic embassy attestation.
Personal and non-educational records
Personal records are the most common category in Dominican Republic embassy attestation work, and the commonest reason one is rejected is that somebody sent a photocopy, a laminated certificate or a hospital slip instead of the registrar's original.
What is in this group
- Marriage certificate
- Birth certificate
- Police Clearance Certificate
- Single status certificate
- Divorce decree
- Affidavit
- Medical fitness certificate
- Death certificate
- Succession certificate
- Personal Power of Attorney
The route
- The notarial stage. A Delhi Notary inspects the original, makes the register entry and applies the seal. Everything above it in the chain rests on this one signature.Handled by INFINITYGRO
- Sub-Divisional Magistrate. The magistrate's office confirms the Notary's seal is genuine and adds its own. This is the route we use by default because it is faster and more predictable.Handled by INFINITYGRO
- Or the State route. Certain receiving offices require the Home Department or Regional Attestation Centre of the State that issued the certificate. It is slower than an SDM, it is done in that State, and arranging it is your side of the work.Arranged by you
- Ministry of External Affairs stage. The seal beneath is matched to MEA's records and the Ministry's own sticker applied. Documents for Dominican Republic cannot skip it, and since 2012 it has been lodged through an agency rather than over the counter.Handled by INFINITYGRO
- Apostille, and the Dominican Republic file is done. The numbered sticker with its QR code goes on the reverse at the Ministry. There is no consular stage for Dominican Republic, so treat Dominican Republic embassy attestation as a search term rather than a service.Final stage
Degrees, diplomas, marksheets and transcripts
Educational records are the slowest category in Dominican Republic embassy attestation, and the reason is always the same: the State or university stage, where it is demanded, runs on somebody else's timetable rather than ours.
What is in this group
- Degree certificate
- Transcripts
- Semester marksheets
- Diploma certificate
- 12th certificate
- 10th certificate
- Nursing registration certificate
- ITI / trade certificate
- Provisional degree
- Syllabus / course content sheet
- Bonafide certificate
- PhD certificate
The route
- Notary Public. The first signature on the chain. A Delhi Notary registers and seals the original document, which is what the magistrate's office verifies at the next stage.Handled by INFINITYGRO
- The magistrate's stage. A Sub-Divisional Magistrate in Delhi attests the notary's signature, which is what the Ministry's counter checks against its specimen records.Handled by INFINITYGRO
- Alternative: HRD authentication. Some universities and professional councils abroad will only accept a certificate authenticated by the issuing State's Higher Education Department, typically preceded by university verification. That whole branch is organised by you, in the relevant State.Arranged by you
- The Ministry counter. MEA checks that the authority below signed genuinely, then applies its sticker. For Dominican Republic this is where the Indian chain concludes. Public submission has not been possible since 2012.Handled by INFINITYGRO
- Apostille, and the Dominican Republic file is done. The numbered sticker with its QR code goes on the reverse at the Ministry. There is no consular stage for Dominican Republic, so treat Dominican Republic embassy attestation as a search term rather than a service.Final stage
Company, trade and export paperwork
Trade and corporate documents skip the civil administration entirely and go through the Chamber of Commerce instead. Mixing the two chains is the single most common error in commercial Dominican Republic embassy attestation files.
What is in this group
- Commercial invoice
- Certificate of Origin
- Packing list
- Certificate of Incorporation
- Memorandum of Association (MOA)
- Articles of Association (AOA)
- Board Resolution
- Power of Attorney
- Memorandum of Understanding
- Distribution agreement
- Price list
- Free Sale Certificate
- GMP certificate
- Certificate of Analysis
- Bill of Lading
- Export documents
- Trade licence
- Letter of Authority
- Partnership deed
- GST registration certificate
The route
- Commercial documents start at a Chamber. A recognised Chamber of Commerce checks the company and attests the document, which is the only route the Ministry will accept for company paperwork.Handled by INFINITYGRO
- MEA, New Delhi — the last Indian counter on a Dominican Republic file. The Ministry checks the stamp below against its specimen records and applies its sticker. Walk-in submission by individuals ended in 2012.Handled by INFINITYGRO
- Apostille, and the Dominican Republic file is done. The numbered sticker with its QR code goes on the reverse at the Ministry. There is no consular stage for Dominican Republic, so treat Dominican Republic embassy attestation as a search term rather than a service.Final stage
One photograph settles the classification question in a minute, and it is worth sending. Every part of Dominican Republic embassy attestation depends on starting in the right chain, and no counter further up will fix a category error for you.
Going through the documents individually
Dominican requirements are driven by the residency or admission route, and the Spanish translation rule reaches almost every document type. Dominican Republic embassy attestation is the search term; an apostille is the real requirement behind each one. The Dominican Republic embassy attestation chain is common to all of them; what changes is who is asking and why.
Degree certificate apostille for Dominican Republic
A degree certificate apostille for the Dominican Republic is wanted for university admission, for recognition of a foreign qualification through MESCYT, and by professional associations. The apostille goes on the original degree, and the transcript travels with it because recognition is decided on course content.
MESCYT recognitionDiploma, ITI and trade certificates
Polytechnic diplomas, ITI trade certificates and technical qualifications follow the same apostille route. Dominican free-zone manufacturing in textiles, medical devices and pharmaceuticals is a real employer of skilled foreign technicians, and trade certificates come up more often than people expect.
Technical qualificationsBirth certificate apostille for Dominican Republic
A birth certificate apostille for the Dominican Republic appears in residency files, dependant applications and civil registry matters. Use the municipal registrar's certificate rather than a hospital record, and obtain a recently issued copy if the receiving office has given you a recency window.
Residency and civil registryMarriage certificate apostille for Dominican Republic
A marriage certificate apostille for the Dominican Republic is needed for spouse-based residency, for registering a foreign marriage with the civil registry and for property matters. Send the registrar's certificate, not a ceremony record, and expect a Spanish translation to be required with it.
Spouse residencyPolice Clearance Certificate
An Indian Police Clearance Certificate is a standard requirement in Dominican residency applications and is usually subject to a recency limit. Apply for it towards the end of your preparation, because it is the document most likely to go stale while you assemble everything else.
PCCCommercial and company documents
Invoices, certificates of origin, board resolutions, MOA and AOA, powers of attorney and distribution agreements need a Chamber of Commerce stage before the Ministry. Dominican company formation and free-zone registration are the usual destinations, normally with a Spanish translation.
Chamber of Commerce firstThe cost drivers behind Dominican Republic embassy attestation fees
Dominican Republic embassy attestation fees are apostille fees in practice, and the file is cheap on the Indian side because no mission charge arises. The real variables are these.
1No consular stage
A Dominican file ends at the Ministry in New Delhi, so no foreign mission fee enters the quote. This is the main structural difference from a Gulf file.
2Certified Spanish translation
Usually the largest single cost and entirely outside our quote. Confirm who the Dominican office accepts as translator before commissioning anything, because a translation done by the wrong person has to be redone.
3MESCYT recognition, where required
A Dominican process with its own fee and its own timetable, arranged by you. It is assessed on course content, so the transcript matters more than the certificate.
4Re-issuing documents to meet a recency window
Where the receiving office requires a recently issued certificate, obtaining a fresh copy is paid to the issuing authority in India. Poor sequencing means paying for it twice.
5Documents per file, courier and urgency
Several documents travelling together cost less than the same documents sent individually, tracked courier from outside Delhi adds to the total, and a genuine deadline is priced differently from a routine file.
For the full breakdown see the degree certificate apostille and attestation fees page; trade and polytechnic qualifications are on the diploma certificate fees page. Written quotes come back the same day on WhatsApp.
Dominican Republic embassy attestation: what an objection actually means, and why yours is unaffected
This page spends time on the objection question because it is the one piece of Dominican-specific information that genuinely matters, and because misunderstanding it leads people to buy legalisation they do not need.
The Convention is not simply on or off. When a country accedes rather than ratifies, the Convention takes effect between the acceding state and each existing party individually. Any existing party may object within a set period, and where it does, the apostille route does not open between those two countries. Everything else continues normally.
Four European states objected to the Dominican accession. Germany, Austria, Belgium and the Netherlands each lodged an objection in 2009. Austria, Belgium and the Netherlands have since withdrawn theirs. That history is why German guidance about Dominican documents still describes consular legalisation, and why someone reading a German or Austrian page can come away with entirely the wrong impression.
None of this touches India. India raised no objection, so the Convention has operated between India and the Dominican Republic since 2009 without qualification. An Indian apostille is valid there, full stop. If an agent tells you otherwise, ask them to show you where India appears on the objection list, because it does not.
What should actually worry you is Spanish. The Dominican Republic works in Spanish and official bodies are firm about translations being done by a recognised translator. Apostille the original first, then translate the document together with the apostille text, so the Spanish version covers the final stamp. Translating before the apostille exists is the commonest and most expensive sequencing error on this route.
And recency. Several Dominican offices want certain certificates issued within a limited window. An apostille does not refresh a stale document, so build the file backwards from your filing date and obtain the time-limited certificates last.
In short, Dominican Republic embassy attestation is not something an Indian applicant has to buy. Send us the requirement you received and you will get the sequence, the stages that are ours, and the stages that are not.
Not part of Dominican Republic embassy attestation: the honest limits
It is better to say plainly what Dominican Republic embassy attestation does not include than to discover it halfway through.
Arranged by you, not by us
- University and board verification. This is a direct application to the awarding institution and we take no part in it.
- State-level HRD and home department stages. These happen in the issuing State, on their timetable, and you pay them directly.
- Certified Spanish translation and MESCYT recognition filings. Both are decided and arranged in the Dominican Republic.
- Visa and permit charges. These go to the mission or online portal processing your application, never through us.
- Re-issue of a lost or damaged certificate. Only the issuing authority can do that.
INFINITYGRO facilitates; it does not decide. Statutory stages cannot be skipped by anyone, and the outcome rests with the Ministry and the receiving authority.
Getting started: what to send
Once you know an apostille is what the Dominican Republic needs, this is the set that starts the Indian stages. Everything in Dominican Republic embassy attestation work starts from this set.
- ✓The original document, flat, unlaminated and undamaged
- ✓Your intended filing date, so any recency-limited certificates can be timed correctly
- ✓Transcripts or course records, where MESCYT recognition or admission requires them
- ✓The written requirement from the Dominican office, including the translation clause
- ✓A passport copy, photo page and address page
- ✓The signed authorisation letter and a return address, unless you are collecting
The HRD attestation guide walks through the State stage, and common mistakes during certificate apostille lists the errors we see most often.

This mission does not attest or legalise Indian documents. Because Dominican Republic is an Apostille Convention country, the apostille is issued by the Ministry of External Affairs in New Delhi and the chain ends there. We publish these details because people ask for them, and they are useful for visa and other consular enquiries — but do not take your documents here expecting a stamp.
FAQs on Dominican Republic embassy attestation
Honest answers to the questions we hear most about Dominican Republic embassy attestation.
Do I need Dominican Republic embassy attestation in India?
No. The Apostille Convention came into force for the Dominican Republic on 30 August 2009, so an MEA apostille from New Delhi is the complete legalisation of an Indian public document. Nothing goes to a Dominican mission. A quotation including a Dominican consular legalisation charge is working from pre-2009 information.
I read that some countries still need legalisation for the Dominican Republic. Is India one of them?
No. Germany, Austria, Belgium and the Netherlands objected to the Dominican accession in 2009, and where a state objects the Convention does not operate between it and the acceding country. Three of those four have since withdrawn. India never objected, so the apostille route has been fully open between India and the Dominican Republic since 2009.
What is an objection, and why does it exist at all?
When a country accedes to the Convention rather than ratifying it, each existing party may decide whether to accept that accession. An objection means the two countries continue to use full consular legalisation with each other while the Convention operates normally for everyone else. Objections are strictly bilateral, which is why a German restriction has no effect on an Indian file.
Does my document need a Spanish translation?
For almost anything going to a Dominican government office, court or notaria, yes. Apostille the original first, then have the document and the apostille text translated together, so the Spanish version covers the final stamp. Ask the receiving office who they accept as translator, because some require an interprete judicial recognised in the Dominican Republic.
What is MESCYT and do I have to deal with it?
MESCYT is the Ministry of Higher Education, Science and Technology, and it handles recognition of foreign qualifications. You need it for university admission and for regulated professions, not for an ordinary job or a tourist matter. It is assessed on course content, so the transcript matters more than the certificate, and it is arranged by you rather than by us. It is entirely separate from the Dominican Republic embassy attestation question, which the apostille already answers.
What do Dominican Republic embassy attestation fees come to?
There is no Dominican mission charge, so the quote covers the Ministry's statutory charge per document, the Notary and SDM stages, our handling and the courier. The certified Spanish translation is separate and is usually the larger number. Send a photograph of the documents for a written quote before anything starts.
Does an apostille expire?
No. An apostille has no expiry date and nothing in the Convention imposes one. What does happen is that some Dominican offices require the underlying certificate, particularly a police clearance certificate, to have been issued recently. The limit sits on the document, not on the stamp, so sequence the file around your filing date.
In what order should I prepare a Dominican residency file?
Backwards from the date you intend to file. Apostille the documents with no recency limit first, degrees and diplomas typically, and set them aside. Obtain and apostille the time-limited certificates last, with the police certificate usually last of all. Commission the Spanish translation over the finished apostilled set.
Can my Indian translation agency do the Spanish version?
Sometimes, but check before paying. Many Dominican offices accept only a translator recognised in the Dominican Republic, and a translation on an Indian agency's letterhead is refused. One written question to the receiving office avoids paying twice, which is the single most common waste on this route.
What do commercial documents need for the Dominican Republic?
A different chain: Chamber of Commerce attestation, then the Ministry of External Affairs, then the apostille. Commercial documents do not pass through a Notary or an SDM. Dominican company formation and free-zone registration are the usual destinations, and a covering letter on company letterhead should travel with the set.
Do I have to come to Delhi in person?
No. Send the originals by tracked courier to our Delhi office and they return the same way, with a scan emailed to you first so you can check the apostille before the parcel moves. Dropping documents in person and collecting them costs less than courier both ways if you are in Delhi anyway.
