Cyprus Embassy Attestation: Apostille Rules for Students, Seafarers and Company Files
Cyprus embassy attestation has not been a real stage since 30 April 1973, which makes Cyprus one of the oldest apostille jurisdictions anywhere. An Indian document for Nicosia, Limassol or Larnaca carries a single MEA apostille and goes nowhere near a diplomatic counter. Cyprus also has a High Commission in New Delhi rather than an embassy, because both countries are Commonwealth members.
Cyprus matters to Indians far more than its size suggests: its universities recruit heavily from India, Limassol is one of the world's largest ship-management centres, and Cypriot company structures are common in Indian outbound investment. INFINITYGRO handles the Notary, SDM and MEA stages from our Delhi office for all three of those routes.
- ✓Cyprus has accepted apostilles since 30 April 1973
- ✓A High Commission, not an embassy, and no stamp needed from it
- ✓Student, seafarer and company files all take the same apostille route
- ✓Every charge set out in writing before we start
Does a document for Cyprus need Cyprus embassy attestation or an apostille?
Quick answer Last updated 8 October 2026
Cyprus accepts the Hague apostille, so Cyprus embassy attestation is not a separate stage. An Indian public document for Cyprus is notarised, attested by a Sub-Divisional Magistrate in Delhi and then given a numbered apostille by the Ministry of External Affairs, Government of India. Nothing afterwards goes to a Cyprus embassy or consulate.

Cyprus embassy attestation or an apostille: which does your document need?
Cyprus does not attest Indian documents at a diplomatic counter. The Apostille Convention entered into force for Cyprus on 30 April 1973, more than fifty years ago, so a numbered MEA apostille from New Delhi is the complete legalisation of an Indian public document for the Republic of Cyprus.
Two points of vocabulary are worth clearing up, because both appear in searches. First, Cyprus is a Commonwealth member, so its mission in New Delhi is a High Commission rather than an embassy. People search for Cyprus embassy attestation out of habit, and that is fine, but the office has a different name and in any case does not legalise Indian documents. Second, apostilles for Cyprus are issued and recognised by the Republic of Cyprus, whose competent authority is the Ministry of Justice and Public Order. Documents intended for use in the northern part of the island are a separate question and are not covered by the Convention machinery of the Republic.
In the other direction, a Cypriot document coming to India is apostilled in Cyprus. Neither direction involves a mission stamp.
The 1973 entry-into-force date for Cyprus is in the HCCH status table for Convention No. 12. The Republic of Cyprus is the competent authority for apostilles; confirm requirements with the specific Cypriot body receiving your file.
The route an Indian document takes for Cyprus
Three stages, all inside India, finishing in New Delhi. Which documents you need is decided by whether you are a student, a seafarer or a company, and those three routes want quite different packs. Everything Cyprus embassy attestation involves is in those stages and nowhere else.
Notary and SDM in Delhi, then the MEA apostille
The chain ends at the Ministry. Nothing goes to the High Commission.
- Arranged by you
Qualification recognition through the Cypriot authority, where it is required
Cypriot universities and regulated professions may require recognition of a foreign qualification, assessed through the national recognition body. It runs on its own timetable and is arranged by you. For straightforward admissions it is often not required at all, so ask before assuming.

Notary Public and Sub-Divisional Magistrate attestation in Delhi
A Notary Public in Delhi enters and seals the document and a Sub-Divisional Magistrate attests the notary's signature. This is the clearance the Ministry's apostille counter requires on a fast-track file, handled entirely by us.

MEA apostille
The Ministry of External Affairs affixes a numbered apostille sticker with a QR code to the reverse of the document. For Cyprus this completes the chain. Where a Greek translation is wanted, it is commissioned afterwards over the apostilled document.
Typically needed for: Cypriot university admission and student permits, seafarer and ship-management documentation in Limassol, company incorporation and beneficial-ownership filings, marriage and civil status matters, and powers of attorney.
Verify the Cyprus embassy attestation position yourself — it takes a minute
Cypriot requirements differ sharply by route, so identify yours before you prepare anything. A university admissions office, the migration department, a ship manager in Limassol and a corporate services provider handling an incorporation each want a different pack, and only some of them want a Greek translation.
Sorting your paperwork: three groups, three routes to Cyprus
Before anything is stamped, your document has to be classified, because India runs three separate chains and they are not interchangeable. Personal records, educational records and company paperwork each start in a different place and meet only at the Ministry. This is the part of Cyprus embassy attestation that nobody explains properly, so we have set all three out side by side.
Personal and non-educational records
Anything issued about you rather than by an institution you studied at falls here. These are handled by the civil administration, which is why the State-level stage of Cyprus embassy attestation is a Home Department matter rather than an education one.
What is in this group
- Police Clearance Certificate
- Birth certificate
- Marriage certificate
- Affidavit
- Single status certificate
- Medical certificate
- Divorce decree
- Name change deed
- Death certificate
- Personal Power of Attorney
The route
- Notary Public attestation. The document is presented to a Notary in Delhi, recorded in the notarial register and sealed. This is the foundation every later stage is checked against.Handled by INFINITYGRO
- SDM stage. A Sub-Divisional Magistrate attests the notarisation. For the great majority of files this satisfies the State-level requirement and the document goes straight on to the Ministry.Handled by INFINITYGRO
- Or: State Home Department / GAD / Regional Attestation Centre. A few receiving bodies insist on the home department of the issuing State rather than an SDM. That is slower, it happens in the State that issued the certificate, and it is arranged and paid for by you.Arranged by you
- Ministry of External Affairs stage. The seal beneath is matched to MEA's records and the Ministry's own sticker applied. Documents for Cyprus cannot skip it, and since 2012 it has been lodged through an agency rather than over the counter.Handled by INFINITYGRO
- Cyprus accepts the apostille, and the chain ends there. The Ministry applies a numbered sticker with a QR code to the reverse. Nothing afterwards goes to a Cyprus mission, which is why Cyprus embassy attestation is really apostille work.Final stage
Degrees, diplomas, marksheets and transcripts
Academic paperwork is where most money is wasted in Cyprus embassy attestation, almost always by paying for a State-level stage that the receiving body in Cyprus never asked for. Get the requirement in writing before you commit.

The route
- Notary Public, in Delhi. A Notary enters the document in the register and applies a seal and signature. Nothing can move further up the chain without it.Handled by INFINITYGRO
- Sub-Divisional Magistrate (SDM). The SDM attests the Notary's signature. This is the fast-track State-level stage and the Ministry accepts it in place of a Home Department or HRD stamp.Handled by INFINITYGRO
- Where SDM is refused: State HRD. The education department of the State that issued your qualification authenticates it, normally after the university has confirmed the award. Budget weeks for this branch and organise it yourself.Arranged by you
- At the MEA counter in New Delhi. The signature beneath is matched against specimen records and the Ministry's sticker goes on, which is what Cyprus will ultimately read. Public submission closed in 2012.Handled by INFINITYGRO

Company, trade and export paperwork
Corporate paperwork takes the shortest of the three routes, but it starts somewhere else entirely. A Chamber of Commerce stands in for the Notary and the magistrate, and a Cyprus file that goes to a magistrate instead comes straight back.

Before anything is stamped, be certain which of the three groups your document sits in. A Cyprus file that starts in the wrong chain cannot be rescued at a later counter; it begins again, and the money already spent is gone.
Going through the documents individually
Cypriot document requirements follow one of three well-defined routes, and the apostille is common to all of them. Processing is the same throughout Cyprus embassy attestation; the receiving body is what varies.
Degree certificate apostille for Cyprus
A degree certificate apostille for Cyprus is high volume, because Cypriot universities recruit substantial numbers of Indian students and the migration department wants legalised qualifications with student permit applications. The apostille goes on the original degree and transcripts normally travel with it.
University admissionDiploma, ITI and trade certificates
Polytechnic diplomas, ITI certificates and maritime or technical qualifications take the same route. Marine engineering and nautical certificates are a notable Cypriot category because of the ship-management industry in Limassol, and they are usually assessed with sea-service records.
Technical qualificationsBirth certificate apostille for Cyprus
A birth certificate apostille for Cyprus comes up in family reunification, dependant files and school admission for children. Use the municipal registrar's certificate rather than a hospital record, and check whether the receiving office wants a Greek translation with it.
Family and dependantsMarriage certificate apostille for Cyprus
A marriage certificate apostille for Cyprus is wanted for spouse-based residence, for registering a foreign marriage and for property and status matters. The registrar's certificate is the document that counts, not a religious ceremony record.
Spouse residencePolice Clearance Certificate
An Indian Police Clearance Certificate is part of most Cypriot student permit and residence files, and also appears in due-diligence packs for company and banking purposes. It is apostilled on the same chain, and because it is treated as recent-dated, obtain it close to your filing date.
PCCCommercial and company documents
Invoices, certificates of origin, board resolutions, MOA and AOA, powers of attorney and beneficial-ownership declarations need a Chamber of Commerce stage before the Ministry. Cypriot incorporation and the bank account opening that follows it are the usual destinations, and corporate service providers there are strict about originals.
Chamber of Commerce firstWhy one Cyprus embassy attestation file costs more than another
Cyprus embassy attestation fees are apostille fees in practice, and a Cypriot file is one of the cheaper ones because no mission charge arises. What moves the total is this.
1No High Commission stage
A Cypriot file ends at the Ministry in New Delhi. No diplomatic mission fee enters the quote, which is the main reason Cypriot files cost less than Gulf ones.
2How many documents a route needs
A student permit pack, a seafarer pack and a company incorporation pack are different sizes. Company files in particular often run to many documents, and the per-document Ministry charge is the main driver.
3Whether a State authentication is demanded
If a Cypriot university or professional body insists on State HRD authentication before the Ministry, that is a separate process you arrange and pay for directly.
4Greek translation, where it is required
Government and court-facing documents in Cyprus often need a Greek version. English is widely used in Cypriot commercial and banking practice, so many corporate files need no translation at all. Ask before paying for one.
5Documents per file, courier and urgency
Several documents travelling together cost less than the same documents sent individually, tracked courier from outside Delhi adds to the total, and a genuine deadline is priced differently from a routine file.
The degree certificate fees page breaks the charges down stage by stage, and polytechnic and ITI qualifications are covered on the diploma certificate fees page. Send a photograph and you will get a figure for your own documents.
Cyprus embassy attestation: three very different Indian audiences
Cyprus produces more Indian document traffic than its population would suggest, and the three streams behave so differently that generic advice is useless. Work out which one you are in.
Students. Cypriot universities, both public and private, recruit actively in India, and the migration department expects legalised academic documents with a student permit application. This is the highest-volume Cypriot route and also the most straightforward: apostilled degree or higher secondary certificate, transcripts, and usually an apostilled police certificate. Admissions offices are generally clear in writing about what they want.
Seafarers and ship management. Limassol is one of the largest ship-management centres in the world and employs a great many Indian officers and engineers. Certificates of competency, sea-service records, medical fitness certificates and employment documents all circulate, and the apostille requirement depends on whether the receiving party is a government registry or a private manager. Managers often accept less than registries do, so ask.
Company and banking files. Cypriot company structures are common in Indian outbound investment, and incorporation, beneficial-ownership declarations and bank account opening generate powers of attorney, board resolutions and corporate certificates. These take the Chamber of Commerce stage before the Ministry. Cypriot corporate service providers and banks are exacting about originals and about names matching exactly across documents, so check spellings before you start.
A note on the north. Apostilles are issued and recognised by the Republic of Cyprus. If your document is intended for use in the northern part of the island, the Convention machinery of the Republic does not provide for that, and you should ask the receiving party directly what they will accept. It is an unusual request and we would rather explain it than take a fee for something that may not work.
Tell us which of the three routes you are on and you will get a pack list rather than a generic quotation.
Outside the scope of a Cyprus embassy attestation quote
Knowing what is not in a Cyprus embassy attestation price is as useful as knowing what is.
Outside our scope
- University or board verification. We do not apply to universities, State boards or ITIs on your behalf.
- State-level HRD and home department stages. These happen in the issuing State, on their timetable, and you pay them directly.
- Greek translation and qualification recognition filings in Cyprus. Recognition is decided by the Cypriot authority and translation is arranged separately.
- Permit and portal fees. The cost of the application you are making is separate from the cost of legalising documents for it.
- Lost, torn or laminated originals. A replacement has to come from the issuing authority before anything else can start.
INFINITYGRO facilitates; it does not decide. Statutory stages cannot be skipped by anyone, and the outcome rests with the Ministry and the receiving authority.
Getting started: what to send
Once you know which Cypriot route you are on, this is the set that starts the Indian stages. Send them together rather than in instalments, and Cyprus embassy attestation begins at once.
- ✓The original document, flat, unlaminated and undamaged
- ✓Which route you are on — student, seafarer or company — because the pack differs
- ✓Transcripts, sea-service records or corporate certificates, as the route requires
- ✓A passport copy, photo page and address page, with spellings checked against the documents
- ✓A covering letter on company letterhead, signed and stamped, for commercial documents
- ✓The signed authorisation letter and a return address, unless you are collecting

- Cyprus is a Commonwealth member, so its mission is a High Commission rather than an embassy. These details are published in the European Commission consular directory rather than on the mission's own site, so confirm them before visiting.
This mission does not attest or legalise Indian documents. Because Cyprus is an Apostille Convention country, the apostille is issued by the Ministry of External Affairs in New Delhi and the chain ends there. We publish these details because people ask for them, and they are useful for visa and other consular enquiries — but do not take your documents here expecting a stamp.
Your questions on Cyprus embassy attestation
The recurring questions on Cyprus embassy attestation, answered without hedging.
Do I need Cyprus embassy attestation for my documents?
No. The Apostille Convention has applied to Cyprus since 30 April 1973, so an MEA apostille from New Delhi is the complete legalisation of an Indian public document for the Republic of Cyprus. Nothing further is needed, and in any case Cyprus has a High Commission in New Delhi rather than an embassy, because both countries are Commonwealth members.
My Cypriot university says documents must be attested. What do they want?
In practice, an apostilled original plus transcripts, and occasionally a notarised copy set. University pages often use attested and legalised loosely because the wording predates the convention. Ask admissions to confirm in writing whether they want an apostille, a notarised copy, or records sent directly by your Indian university, since those are three different requests.
Do seafarer certificates for Limassol ship managers need an apostille?
It depends on who is receiving them. A government registry or a flag-state authority generally wants legalised documents; a private ship manager frequently accepts verified copies or employer-level verification. Ask the manager or crewing office in writing before you pay for apostilles on a full set of certificates, because the answer is often less than you expect.
What does a Cypriot company file need from India?
Typically apostilled powers of attorney, board resolutions, incorporation certificates and beneficial-ownership declarations, each taking a Chamber of Commerce stage before the Ministry. Cypriot corporate service providers and banks are strict about originals and about names matching exactly across every document, so reconcile spellings before the first stamp goes on.
What do Cyprus embassy attestation fees come to?
There is no mission charge, so the quote covers the Ministry's statutory charge per document, the Notary and SDM stages, our handling and the courier. Company files cost more simply because they contain more documents. Greek translation, where required, is separate. Send a photograph of the set for a written quote.
Is a Greek translation always needed alongside the apostille?
No. English is used widely in Cypriot commercial, banking and university practice, so many corporate and academic files need no translation at all. Government and court-facing documents are more likely to require a Greek version. Ask the receiving office before commissioning one, because this is the easiest place on a Cypriot file to spend money unnecessarily.
