Your degree, diploma, 10th or 12th certificate, mark sheets or transcripts are accepted abroad only after they are authenticated in India. For countries outside the Apostille Convention this is educational certificate attestation: verification in India, MEA attestation and then the destination country’s embassy. Educational certificate attestation: the short answer
Educational certificate attestation has three layers. First, the certificate is verified in India – either by the State HRD / education department of the state that issued it, or by a notary and the SDM in Delhi. Second, the Ministry of External Affairs (MEA) attests it. Third, the embassy of the destination country legalises it (and Gulf countries add their own foreign-ministry step after arrival). Our MEA stage costs ₹1,000–₹1,500 per document; the embassy fee depends on the country.
HRD route or Notary + SDM route?
Both routes reach the same MEA stamp. Pick the one your employer, university or licensing body accepts.
State HRD / education department
The education department of the issuing state verifies the certificate, often with a university verification letter. Some employers and licensing bodies insist on it. Timing depends on the state – usually two to six weeks.
Notary + SDM in Delhi
A notary and the SDM authenticate the certificate in Delhi. Faster – usually a few working days – and accepted for most work visas and admissions. We use it unless your checklist names HRD.

Which educational documents can be attested
- Degree certificates – UG, PG, PhD, professional degrees such as B.Tech, MBBS and MBA.
- Diplomas – polytechnic, ITI, nursing (GNM / ANM) and PG diplomas.
- School certificates – 10th (SSC) and 12th (HSC) pass certificates and mark sheets from CBSE, ICSE and state boards.
- Mark sheets and transcripts – consolidated or semester-wise, often asked for admissions and equivalency.

Rejected certificates: the usual reasons and the fix
