Oman Embassy Attestation: Apostille for Degrees and Certificates, Embassy Only for Trade Papers
Oman embassy attestation is still sold to Indians for every kind of document, and for most of them it has not been needed since 30 January 2012, the day the Hague Apostille Convention came into force for Oman. A degree, a birth certificate, a marriage certificate or a police clearance certificate for Muscat or Salalah now carries an MEA apostille and stops there.
The exception is real and it is expensive, so it is worth knowing: commercial documents still go to the Oman Embassy. A certificate of origin, an export invoice, a power of attorney or a commercial agreement is attested by a Chamber of Commerce, attested by the Ministry of External Affairs, and then legalised by the embassy through its online portal. INFINITYGRO handles both routes from our Delhi office.
- ✓Oman has accepted apostilles since 30 January 2012
- ✓Degrees, certificates and PCC need no Oman Embassy stamp
- ✓Commercial and trade documents still do — and that is where the cost is
- ✓A written figure first; nothing moves until you agree it

Oman embassy attestation or apostille: the short answer
Quick answer Last updated 8 October 2026
Oman embassy attestation is required only for commercial documents; educational and personal documents need an MEA apostille and nothing more. Oman has been a party to the Hague Apostille Convention since 30 January 2012, and India and Oman raised no objection to each other, so an apostille from the Ministry of External Affairs in New Delhi is the complete legalisation for a degree, diploma, birth, marriage or death certificate or a police clearance certificate. Certificates of origin, export invoices, powers of attorney and commercial agreements are the exception and still go to the embassy.
- Hague Apostille Convention
- Oman is a contracting party (in force 30 January 2012)
- Degrees and certificates
- MEA apostille only — no Oman Embassy stamp
- Police Clearance Certificate
- Goes straight to the MEA for apostille
- Commercial and trade documents
- Chamber of Commerce → MEA → Oman Embassy legalisation
- How the embassy stage is lodged
- Through the embassy's online VFS portal, not at the counter
- Objections between India and Oman
- None — the Convention operates fully between the two
- Who issues the stamp

Oman embassy attestation or an apostille: which does your document need?
Oman joined the Hague Apostille Convention with effect from 30 January 2012. Neither country objected to the other's accession — India has objected only to the accessions of Kosovo and China, and Oman has never objected to India — so the Convention operates fully between the two. For an Indian public document going to Oman, a numbered MEA apostille is the whole of the legalisation.
That covers degrees, diplomas, marksheets, transcripts, school certificates, birth, marriage and death certificates, affidavits and police clearance certificates. None of them needs anything from the Oman Embassy, and if an agency quotes you an embassy fee for a degree, ask them which year they are quoting from.
Commercial documents are the genuine exception. A certificate of origin, an export or commercial invoice, a packing list, a health certificate, a power of attorney, an authorisation letter or a commercial agreement still requires embassy legalisation after the Chamber of Commerce and Ministry stages. This is not an oversight by Oman: trade documents issued by or through a chamber of commerce sit outside what the Convention treats as public documents, which is why the old route survives for them and only for them.
Oman's entry-into-force date is published in the HCCH status table for Convention No. 12, and the objection record is in the Convention's depositary notifications. Embassy charges and portal requirements are set by the mission and change; confirm them before you budget.
The two routes an Indian document takes for Oman
Which route applies is decided purely by what kind of document you are holding. Personal and educational papers finish at the Ministry in New Delhi. Commercial papers carry on to the embassy, and that single stage of Oman embassy attestation is where almost all of the cost sits. There is nothing beyond these stages in Oman embassy attestation, whatever else you have been told.
Notary or State verification, then the MEA apostille
For degrees, certificates and police clearance. The chain ends at the Ministry.
- Arranged by you
University or State education department verification, for educational documents
Omani employers and ministries commonly want an Indian degree verified by the issuing university or authenticated by the State education department before the Ministry sees it. It happens in the issuing State, it is the slowest stage of any Oman file, and it is arranged and paid for by you.
- Handled by INFINITYGRO
Notary Public and Sub-Divisional Magistrate attestation in Delhi
For personal and civil documents a Notary Public in Delhi enters and seals the document and a Sub-Divisional Magistrate attests the notary's signature. A police clearance certificate issued through Passport Seva skips this and goes straight to the Ministry.
- Handled by INFINITYGRO
MEA apostille
The Ministry of External Affairs affixes a numbered apostille sticker with a QR code to the reverse. For every educational and personal document going to Oman, that is the end of the chain. Nothing afterwards goes to the embassy.
Typically needed for: Employment visas and labour clearance, family and dependant visas, school admission for children, professional registration, and marriage, property and civil matters in Oman.
Check the Oman embassy attestation requirement before you pay anyone
One question settles an Oman file before you spend anything: is the document commercial or not. If it was issued by a university, a board, a registrar or the police, it is apostille-only and the embassy has no part in it. If it was issued by or for a company and passes through a Chamber of Commerce, it is going to the embassy and the cost is in a different league.
Personal, academic or company paperwork? The routes differ
Before anything is stamped, your document has to be classified, because India runs three separate chains and they are not interchangeable. Personal records, educational records and company paperwork each start in a different place and meet only at the Ministry. This is the part of Oman embassy attestation that nobody explains properly, so we have set all three out side by side.
Personal and non-educational records
Anything issued about you rather than by an institution you studied at falls here. These are handled by the civil administration, which is why the State-level stage of Oman embassy attestation is a Home Department matter rather than an education one.

The route
- Sealed by a Notary Public. Done in Delhi, with a register entry against your document. Without it the magistrate has nothing to attest and the file cannot proceed.Handled by INFINITYGRO
- Sub-Divisional Magistrate (SDM). The SDM attests the Notary's signature. This is the fast-track State-level stage and the Ministry accepts it in place of a Home Department or HRD stamp.Handled by INFINITYGRO
- Or the State route. Certain receiving offices require the Home Department or Regional Attestation Centre of the State that issued the certificate. It is slower than an SDM, it is done in that State, and arranging it is your side of the work.Arranged by you
- Ministry stage, New Delhi. MEA satisfies itself the previous seal is genuine, then applies its own. This is the stage that makes the document usable in Oman, and it is lodged through a registered agency.Handled by INFINITYGRO
- The apostille completes the file. The Ministry affixes its numbered sticker with a QR code and the document is finished. No Oman mission is involved at any point, which is the whole of Oman embassy attestation.Final stage
Degrees, diplomas, marksheets and transcripts
Academic paperwork is where most money is wasted in Oman embassy attestation, almost always by paying for a State-level stage that the receiving body in Oman never asked for. Get the requirement in writing before you commit.

The route
- The notarial stage. A Delhi Notary inspects the original, makes the register entry and applies the seal. Everything above it in the chain rests on this one signature.Handled by INFINITYGRO
- SDM, the fast-track option. Chosen over the issuing State's own department because it is quicker, happens in Delhi and satisfies the Ministry for nearly every destination.Handled by INFINITYGRO
- The HRD branch, when a receiving body insists. University verification first, then the issuing State's education department. This is where educational files lose most of their time, and it runs entirely outside our scope.Arranged by you
- MEA authentication. The Ministry verifies the stamp below it and adds its numbered sticker. For Oman this is the stage everything else has been building towards. Individuals have not been able to lodge directly since 2012.Handled by INFINITYGRO
- The apostille completes the file. The Ministry affixes its numbered sticker with a QR code and the document is finished. No Oman mission is involved at any point, which is the whole of Oman embassy attestation.Final stage
Company, trade and export paperwork
Anything issued by or on behalf of a company belongs here, and in Oman embassy attestation it takes a shorter chain with a different first stage. Most are also expected to carry a covering letter on company letterhead.

The route
- Chamber of Commerce. The document is attested by a recognised Chamber, which confirms the company's standing. This is the commercial chain's own first stage and it stands in place of Notary and SDM.Handled by INFINITYGRO
- Ministry of External Affairs, the final Indian stage. The preceding signature is checked against MEA's specimen records and the Ministry's sticker applied. A registered agency submits, because the public counter closed in 2012.Handled by INFINITYGRO
- Oman Embassy legalisation, through the online portal. This is the one category that still needs it. After the Chamber of Commerce and the Ministry of External Affairs, the document is lodged with the Oman Embassy through its VFS online portal rather than at a counter. The embassy fee is paid in US dollars and is substantial, and a portal charge is added on top of it per document.Final stage
If you are unsure which of the three your document belongs to, send us a photograph of it. Mis-classification is the single most expensive mistake in Oman embassy attestation, because a file sent down the wrong chain has to start again from the beginning.
Taken one document at a time
Oman splits more cleanly than almost any other destination we handle, because the dividing line is the document's origin rather than the purpose it is being used for. Oman embassy attestation applies to one of the groups below and to none of the others. Each one is handled the same way in Oman embassy attestation terms, but the body asking for it differs.
Degree certificate apostille for Oman
A degree certificate apostille for Oman is the highest-volume document on this route, wanted for employment visas, labour clearance and professional registration. It takes university or State education department verification where the Omani employer requires it, then the MEA apostille. There is no Oman Embassy stage and no embassy fee.
Employment and labour clearanceDiploma, ITI and trade certificates
Polytechnic diplomas, ITI trade certificates and technical qualifications follow the same apostille route and are central to the construction, oil and gas and engineering workforce in Oman. Trade certificates are usually assessed alongside experience letters, which are attested the same way.
Technical qualificationsBirth certificate apostille for Oman
A birth certificate apostille for Oman arises in family and dependant visa files and in school admission for children. Only the municipal registrar's certificate can be apostilled; a hospital record cannot. These files are usually time-bound because they follow a sponsor's visa.
Family and dependant visasMarriage certificate apostille for Oman
A marriage certificate apostille for Oman is needed to sponsor a spouse, to obtain family accommodation and for school paperwork. Send the registrar's certificate rather than a ceremony record. Like the birth certificate, it needs an apostille and nothing from the embassy.
Spouse sponsorshipPolice Clearance Certificate
An Indian Police Clearance Certificate for Oman is the simplest document of all. A PCC issued through Passport Seva goes directly to the Ministry of External Affairs for apostille, with no Notary or SDM stage in front of it. Obtain it close to your submission date, because it is treated as recent-dated.
PCCCommercial and company documents
This is the only group that still needs the embassy. Certificates of origin, export and commercial invoices, packing lists, health certificates, powers of attorney, authorisation letters and commercial agreements take a Chamber of Commerce attestation, then the Ministry, then Oman Embassy legalisation through the online portal, at a cost set in US dollars.
Chamber of Commerce firstOman embassy attestation fees: what makes the number move
Oman embassy attestation fees are a real and substantial figure for one category of document and exactly zero for the rest. Keeping that straight is worth more than any discount.
1Nothing at all for degrees and certificates
No embassy fee applies to educational or personal documents. If a quotation for a degree contains an Oman Embassy charge, that alone is reason to question the whole quotation.
2The embassy charge on commercial documents
Set in US dollars and significant, from a certificate of origin at the lower end to a power of attorney or a large export invoice at the upper end. It is paid to the embassy and passed through at cost.
3The portal charge, per commercial document
Lodgement is through the embassy's online VFS portal rather than a counter, and that adds a fixed charge plus a transaction charge on every document.
4University or State verification on educational files
Where an Omani employer or ministry demands it, this is arranged and paid for by you in the issuing State and it is the reason a degree file lands at the higher end of the band.
5Documents per file, courier and urgency
Several documents travelling together cost less than the same documents sent one at a time, tracked courier from outside Delhi adds to the total, and a genuine deadline is priced differently from a routine file.
The degree certificate fees page breaks the charges down stage by stage, and polytechnic and ITI qualifications are covered on the diploma certificate fees page. Send a photograph and you will get a figure for your own documents.
Oman embassy attestation: the line between a free stamp and an expensive one
Oman is the clearest example on this site of a country where the answer depends entirely on what kind of paper you are holding, and where getting it wrong is expensive in both directions.
Workers and families: no embassy, no embassy fee. If you are moving to Muscat, Sohar or Salalah on an employment visa, your degree, your diploma, your spouse's marriage certificate and your children's birth certificates all take the apostille route and stop at the Ministry in New Delhi. The embassy does not see them. Any agent quoting Oman embassy attestation on a degree in 2026 is quoting a route that closed in 2012.
Where the money actually goes on an employment file. Not the embassy, but university or State education department verification, where the Omani employer or ministry insists on it. That stage happens in the State that issued your degree, runs on its timetable, and is the reason an educational file costs several times what a police certificate does. Ask your employer in writing whether they require it before you commit, because many do not.
Exporters and companies: the embassy stage is real and it is costly. Certificates of origin, invoices, packing lists, health certificates, powers of attorney and agreements go through a Chamber of Commerce, then the Ministry, then the embassy's online portal. The charge is set in US dollars and scales with invoice value, so a single large shipment's paperwork can cost more than an entire family's document set.
Lodgement is online, not over the counter. Commercial legalisation is submitted through the embassy's VFS portal, which adds a fixed charge and a transaction charge per document. Walking to Chandragupta Marg with a folder of invoices is not how it works any more.
The police clearance certificate is the easy one. A PCC issued through Passport Seva goes straight to the Ministry for apostille with no notarial or magistrate stage in front of it, which is why it costs a fraction of everything else.
Oman embassy attestation, then, is a question about one category of paper rather than about the country. Tell us what the document is and who issued it, and the route and the cost follow from that in one sentence.
Where our Oman embassy attestation work stops
It is better to say plainly what Oman embassy attestation does not include than to discover it halfway through.
What we do not handle
- Institutional verification. We do not correspond with universities, boards or ITIs about your qualification.
- State HRD or home department authentication. Arranged by you; anything that department charges is paid to them.
- University and State education department verification, and anything done inside Oman such as labour-ministry or ministry-of-manpower formalities.
- Permit and portal fees. The cost of the application you are making is separate from the cost of legalising documents for it.
- Replacing a lost or spoiled document. That is a matter for whoever issued it in the first place.
As a private facilitation service we can move a file efficiently through the stages, but we cannot remove a stage or guarantee a decision that is not ours to make.

What we need from you to start
Tell us first whether the document is commercial or not, because the two routes are priced in completely different leagues. This is the set that starts the work. Everything in Oman embassy attestation work starts from this set.
- ✓What the document is and who issued it — a university, a registrar, the police, or a company
- ✓The original document, flat, unlaminated and undamaged
- ✓Whether your Omani employer requires university or State verification, in writing — this decides the cost of an educational file
- ✓A passport copy, photo page and address page, with spellings matching the certificates
- ✓A covering letter on company letterhead, signed and stamped, for commercial documents
- ✓The signed authorisation letter and a return address, unless you are collecting

Oman embassy attestation fees: what the embassy charges, and what we charge
Two quite different sets of numbers, and confusing them is how people end up paying far too much for a degree. The embassy schedule applies to commercial documents only. Educational and personal documents attract no Oman embassy attestation fee at all.
Oman Embassy charges — commercial documents only
| Document | Embassy fee / total with portal charges |
|---|---|
| Certificate of origin, any invoice value | ₹6,185.20 / ₹11,921.30 |
| Export or commercial invoice, up to USD 10,000 | ₹15,463 / ₹21,199.10 |
| Export or commercial invoice, USD 10,000 to 50,000 | ₹21,648.20 / ₹27,384.30 |
| Export or commercial invoice, USD 50,000 to 100,000 | ₹30,926 / ₹36,662.10 |
| Export or commercial invoice, above USD 100,000 | ₹46,389 / ₹52,125.10 |
| Packing list, any value | ₹9,277.80 / ₹15,013.90 |
| Health certificate, any value | ₹9,277.80 / ₹15,013.90 |
| Commercial agreement, any value | ₹12,370.40 / ₹18,106.50 |
| Power of attorney or authorisation letter | ₹18,555.60 / ₹24,291.70 |
Embassy charges as published for commercial documents with effect from 2 September 2026. The embassy fee is payable in US dollars, so the rupee figure moves with the exchange rate, and the total column adds the VFS online portal charge of ₹4,638.90 and a transaction charge from ₹1,097.20, which together come to ₹5,736.10 per document. Confirm the current figure on the VFS portal before you budget, because both the embassy schedule and the exchange rate change.
Apostille charges with INFINITYGRO — no embassy fee applies
| Document | All-inclusive charge |
|---|---|
| Degree certificate | ₹6,000 – ₹9,500 |
| Diploma certificate | ₹6,000 – ₹9,500 |
| Marksheets, 10th, 12th and transcripts | ₹6,000 – ₹9,500 |
| Birth certificate | ₹6,000 – ₹8,500 |
| Marriage certificate | ₹6,000 – ₹8,500 |
| Death certificate | ₹6,000 – ₹8,500 |
| Police Clearance Certificate, via Passport Seva | ₹1,000 – ₹1,500 |
These bands are all-inclusive for the Indian stages and carry no Oman Embassy fee, because none applies to these documents. Educational documents sit at the higher end when an Omani employer requires university or State education department verification, which is the single biggest variable on this route. Every file is quoted in writing before anything is lodged.

Oman embassy attestation, question by question
The recurring questions on Oman embassy attestation, answered without hedging.
Does Oman still need embassy attestation on an Indian degree?
No. Oman has been a party to the Hague Apostille Convention since 30 January 2012, so a degree, diploma, marksheet or transcript going to Oman needs an MEA apostille and nothing from the Oman Embassy. If a quotation for a degree includes an Oman embassy attestation charge, it is based on the pre-2012 route.
Then why do so many agencies still charge an Oman Embassy fee for degrees?
Because their pages and price lists were written before 2012 and never revised, and because the embassy fee is a large line that is easy to add. Ask any agency quoting it to name the date Oman left the Apostille Convention. It has not left; it joined, with effect from 30 January 2012.
Which documents genuinely still go to the Oman Embassy?
Commercial ones only: certificates of origin, export and commercial invoices, packing lists, health certificates, powers of attorney, authorisation letters and commercial agreements. These take a Chamber of Commerce attestation, then the Ministry of External Affairs, then Oman embassy attestation through the online portal.
Why are commercial documents treated differently if Oman accepts apostilles?
Because trade documents issued by or through a chamber of commerce are generally not public documents in the sense the Convention uses, so they fall outside the apostille system. The older consular route therefore survives for them. It is a genuine legal distinction rather than an inconsistency by Oman, and it is the only reason Oman embassy attestation still exists at all.
How much does Oman embassy attestation cost for a commercial document?
The embassy publishes a schedule in US dollars, so the rupee figure moves with the exchange rate, and invoices are charged by value. A certificate of origin sits at the lower end and a power of attorney or a large export invoice at the upper end. A portal charge and a transaction charge are added on every document. The table on this page sets out the published Oman embassy attestation figures and when they took effect.
What does a police clearance certificate for Oman need?
Only an MEA apostille. A PCC issued through Passport Seva goes straight to the Ministry with no Notary or Sub-Divisional Magistrate stage in front of it, which makes it the quickest and cheapest document on the whole route and takes it outside Oman embassy attestation entirely. Obtain it close to your submission date, since Omani offices treat it as recent-dated.
Does my degree need university or State verification for Oman?
Sometimes, and it is the biggest variable in the cost. Omani employers and ministries frequently require the issuing university or the State education department to verify the qualification before the Ministry of External Affairs sees it. Ask your employer in writing, because many do not require it and the stage adds weeks and real money.
Can I lodge commercial documents at the embassy counter in Chandragupta Marg?
No. Commercial legalisation is submitted through the embassy's online VFS portal rather than over the counter, and the portal charge is part of why Oman embassy attestation costs so much per document. The embassy's address and telephone numbers on this page are for enquiries, not for walking in with a folder of invoices.
Does an apostille for Oman expire?
No. An apostille has no expiry date, and nothing in the Convention or Indian practice imposes one. What does happen is that Omani employers and ministries often want the underlying certificate, especially a police clearance certificate or a medical report, to have been issued recently. That limit applies to the document rather than to the stamp.
Do I need an Arabic translation?
Often, for documents going to an Omani ministry, court or labour office. Apostille the original first, then have the document and the apostille text translated together so the Arabic version covers the final stamp. Ask the receiving body in Oman who they accept as translator, because some require a translator approved there.
What is the quickest way to get an Oman file wrong?
By treating every document the same. Paying an embassy fee on a degree wastes money; skipping the embassy on a certificate of origin wastes the whole shipment's paperwork. Separate the commercial documents from everything else before you start, and the rest follows.
Can you handle this if I am outside Delhi or already in Oman?
Yes. Send the originals by tracked courier to our Delhi office and they return the same way, with a scan emailed first so you can check the apostille before the parcel moves. Companies exporting from other States usually courier the commercial set to us after their Chamber of Commerce stage is complete.
