Costa Rica Embassy Attestation: Apostille Rules and the Six-Month Trap Nobody Warns You About

Costa Rica embassy attestation stopped being the right route on 14 December 2011, the day the Hague Apostille Convention came into force for Costa Rica. One MEA apostille from New Delhi now completes an Indian document for San José. The thing that actually sinks Costa Rican files is not the stamp at all — it is how old your document is.

Costa Rican immigration treats several documents as valid only for a limited window from the date of issue, and an apostille does nothing to refresh that. INFINITYGRO handles the Notary, SDM and MEA stages from our Delhi office and, more usefully, tells you what order to do things in so your paperwork does not expire while you are still assembling it.

  • Costa Rica has accepted apostilles since 14 December 2011
  • No Costa Rican consular stamp is needed on Indian documents
  • We sequence the file so documents do not go stale before filing
  • No stage begins before you have the price in writing

Does a document for Costa Rica need Costa Rica embassy attestation or an apostille?

Quick answer Last updated 8 October 2026

Costa Rica accepts the Hague apostille, so Costa Rica embassy attestation is not a separate stage. An Indian public document for Costa Rica is notarised, attested by a Sub-Divisional Magistrate in Delhi and then given a numbered apostille by the Ministry of External Affairs, Government of India. Nothing afterwards goes to a Costa Rica embassy or consulate.

Does your document need Costa Rica embassy attestation, or an apostille?

Apostille country — no embassy stamp needed

Costa Rica does not attest Indian documents at a consular counter. The Apostille Convention entered into force for Costa Rica on 14 December 2011, so a numbered apostille from the Ministry of External Affairs in New Delhi is the whole of the legalisation chain for an Indian public document going to Costa Rica.

Costa Rica issues its own apostilles in the opposite direction through the Ministry of Foreign Affairs and Worship, so a Costa Rican birth certificate coming to India is apostilled in San José. The two processes mirror one another and neither involves an embassy.

Now the part that matters more. There is a widespread myth in the Indian attestation trade that an apostille expires after six months. It does not. An apostille has no expiry date whatsoever. What is true, and what the myth is a garbled version of, is that some receiving authorities, including Costa Rican immigration, will only accept certain underlying documents if they were issued recently, commonly within six months. The limit sits on the certificate, not on the stamp.

The entry-into-force date for Costa Rica is published in the HCCH status table for Convention No. 12. The recency rule is set by the Costa Rican authority receiving your file, so confirm the current window with them directly.

The route an Indian document takes for Costa Rica

Three stages inside India, finishing in New Delhi. The sequencing question is more important here than on most country files, because a document obtained too early may be out of date by the time the Costa Rican office opens the envelope. There is nothing beyond these stages in Costa Rica embassy attestation, whatever else you have been told.

Apostille route

Notary and SDM in Delhi, then the MEA apostille

The chain ends at the Ministry. Nothing goes on to a Costa Rican office.

  1. Arranged by you

Obtain or re-issue the underlying document close to your filing date

On a Costa Rican residency file this is the step that decides whether the whole exercise works. If your police certificate or birth certificate must be recently issued, get it issued when you are nearly ready to file, not months beforehand while you gather everything else.

  2. Handled by INFINITYGRO

Notary Public and Sub-Divisional Magistrate attestation in Delhi

A Notary Public in Delhi enters and seals the document and an SDM attests the notary's signature. This is the clearance the Ministry's apostille counter looks for, and it is handled end to end by us.

  3. Handled by INFINITYGRO

    MEA apostille

The Ministry of External Affairs affixes a numbered apostille sticker with a QR code to the reverse of the document. For Costa Rica that completes the legalisation. A certified Spanish translation, where the receiving office wants one, is arranged after this stage.

Typically needed for: Residency categories handled by the Dirección General de Migración y Extranjería, civil registry and marriage matters, university admission and professional recognition, company formation and powers of attorney.

Check the Costa Rica embassy attestation requirement before you pay anyone

Costa Rican residency applications are assessed as a complete pack, and a single stale certificate can send the whole file back. Before you start, ask the receiving office two things in writing: how recently the document must have been issued, and whether they require an official Spanish translation. Those two answers determine your entire timetable, and they matter a great deal more than anything you will read elsewhere about Costa Rica embassy attestation.

Personal, educational, commercial: three different chains for Costa Rica

Before anything is stamped, your document has to be classified, because India runs three separate chains and they are not interchangeable. Personal records, educational records and company paperwork each start in a different place and meet only at the Ministry. This is the part of Costa Rica embassy attestation that nobody explains properly, so we have set all three out side by side.

1. Personal documents

Personal and non-educational records

The records that follow a person rather than a career. Because they come from registrars and police authorities, no institutional verification sits behind them, and that makes this the most predictable of the three chains.

What is in this group

  • Birth certificate
  • Marriage certificate
  • Death certificate
  • Police Clearance Certificate
  • Divorce decree
  • Single status certificate
  • Medical certificate
  • Affidavit
  • Adoption deed
  • Personal Power of Attorney

The route

  1. Notary Public, in Delhi. A Notary enters the document in the register and applies a seal and signature. Nothing can move further up the chain without it.Handled by INFINITYGRO
  2. SDM attestation. A Sub-Divisional Magistrate verifies and attests the Notary's signature. It is the quicker of the two State-level options and is accepted by the Ministry for most destinations.Handled by INFINITYGRO
  3. The long option: Home Department of the issuing State. Some authorities will only accept the State's own GAD or Regional Attestation Centre stamp. It adds weeks and it is organised by you directly, not by us.Arranged by you
  4. The MEA sticker. Applied in New Delhi once the Ministry has verified the stamp beneath it. Nothing reaches Costa Rica without it, and since 2012 the Ministry has taken files only from registered agencies.Handled by INFINITYGRO
  5. Costa Rica accepts the apostille, and the chain ends there. The Ministry applies a numbered sticker with a QR code to the reverse. Nothing afterwards goes to a Costa Rica mission, which is why Costa Rica embassy attestation is really apostille work.Final stage
2. Educational documents

Degrees, diplomas, marksheets and transcripts

Academic paperwork is where most money is wasted in Costa Rica embassy attestation, almost always by paying for a State-level stage that the receiving body in Costa Rica never asked for. Get the requirement in writing before you commit.

What is in this group

  • Degree certificate
  • Provisional certificate
  • Consolidated marksheet
  • Transcripts
  • Diploma certificate
  • ITI / trade certificate
  • 12th certificate
  • 10th certificate
  • Migration certificate
  • Character certificate
  • Internship certificate
  • PhD certificate

The route

  1. Notary Public attestation. The document is presented to a Notary in Delhi, recorded in the notarial register and sealed. This is the foundation every later stage is checked against.Handled by INFINITYGRO
  2. SDM attestation. A Sub-Divisional Magistrate verifies and attests the Notary's signature. It is the quicker of the two State-level options and is accepted by the Ministry for most destinations.Handled by INFINITYGRO
  3. Alternative: HRD authentication. Some universities and professional councils abroad will only accept a certificate authenticated by the issuing State's Higher Education Department, typically preceded by university verification. That whole branch is organised by you, in the relevant State.Arranged by you
  4. MEA, the Ministry stage. Your document's previous seal is verified against specimen records held in New Delhi and the Ministry's sticker is applied. Since 2012 the Ministry has dealt only with registered agencies, not the public.Handled by INFINITYGRO
  5. Costa Rica accepts the apostille, and the chain ends there. The Ministry applies a numbered sticker with a QR code to the reverse. Nothing afterwards goes to a Costa Rica mission, which is why Costa Rica embassy attestation is really apostille work.Final stage
3. Commercial documents

Company, trade and export paperwork

Company paperwork follows a genuinely different chain. There is no Notary or SDM stage at all in this part of Costa Rica embassy attestation, which surprises people who have only dealt with personal documents before.

What is in this group

  • Certificate of Origin
  • Commercial invoice
  • Free Sale Certificate
  • GMP certificate
  • Certificate of Analysis
  • Packing list
  • Bill of Lading
  • Certificate of Incorporation
  • Memorandum of Association (MOA)
  • Articles of Association (AOA)
  • Board Resolution
  • Power of Attorney
  • Distribution agreement
  • Agency agreement
  • Price list
  • Trade licence
  • Export documents
  • Letter of Authority
  • Partnership deed
  • GST registration certificate

The route

  1. Commercial documents start at a Chamber. A recognised Chamber of Commerce checks the company and attests the document, which is the only route the Ministry will accept for company paperwork.Handled by INFINITYGRO
  2. Ministry of External Affairs, the final Indian stage. The preceding signature is checked against MEA's specimen records and the Ministry's sticker applied. A registered agency submits, because the public counter closed in 2012.Handled by INFINITYGRO
  3. Costa Rica accepts the apostille, and the chain ends there. The Ministry applies a numbered sticker with a QR code to the reverse. Nothing afterwards goes to a Costa Rica mission, which is why Costa Rica embassy attestation is really apostille work.Final stage

Send a photograph if there is any doubt. Choosing the wrong chain is the one error in Costa Rica embassy attestation that cannot be corrected halfway through, and it is also the easiest to avoid.

Costa Rica embassy attestation for each document type

Costa Rica asks for a predictable set of documents, mostly driven by residency categories, and applies a recency rule to several of them. Costa Rica embassy attestation is the phrase people search for, but every document below actually needs an apostille. The Costa Rica embassy attestation chain is common to all of them; what changes is who is asking and why.

Degree certificate apostille for Costa Rica

A degree certificate apostille for Costa Rica is wanted for university admission, for professional recognition through the relevant colegio profesional, and for work-linked residency categories. Degrees are not usually subject to a recency rule, since the date of award cannot change, so this is one of the easier documents to prepare in advance.

Colegios and admissions

Diploma, ITI and trade certificates

Polytechnic diplomas, ITI trade certificates and technical qualifications follow the same apostille route. Costa Rican technical recognition bodies generally want the course-content or syllabus sheet with the certificate, so send both together rather than in sequence.

Technical qualifications

Birth certificate apostille for Costa Rica

A birth certificate apostille for Costa Rica appears in nearly every residency file, including the vinculo category for applicants with a Costa Rican relative. This is one of the documents most likely to be subject to a recency window, so obtain a freshly issued registrar's copy rather than using the original from decades ago.

Residency and vínculo

Marriage certificate apostille for Costa Rica

A marriage certificate apostille for Costa Rica is required for spouse-linked residency and for registering a foreign marriage with the civil registry. Use the registrar's certificate, obtained recently, and confirm whether the office wants a certified Spanish translation alongside it.

Spouse residency

Police Clearance Certificate

An Indian Police Clearance Certificate is a standard requirement in Costa Rican residency files and it is the document most reliably subject to a recency limit. Apply for the PCC last, once everything else is ready, because it is the one that will expire while you wait.

PCC

Commercial and company documents

Invoices, certificates of origin, board resolutions, MOA and AOA and powers of attorney need a Chamber of Commerce stage before the Ministry. Costa Rican company formation and the inversionista residency category are where most of these land, usually with a Spanish translation.

Chamber of Commerce first

Costa Rica embassy attestation fees: what makes the number move

Costa Rica embassy attestation fees are really apostille fees, and because there is no consular stage the total is lower than for a Gulf file. What moves it is this.

1No consular charge

A Costa Rican file stops at the Ministry in New Delhi, so no foreign mission fee enters the quote at all. This is the single biggest difference from a UAE, Qatar or Kuwait file.

2Re-issuing documents to satisfy the recency rule

Often the real cost of a Costa Rican residency file. Obtaining a fresh PCC or a newly issued registrar's certificate is paid to the issuing authority, not to us, and doing it twice because of poor sequencing doubles it.

3Certified Spanish translation

Not part of our quote, and frequently the second largest line. Confirm who Costa Rica accepts as the translator before commissioning anything.

4Whether a State authentication is demanded

If a colegio profesional insists on State HRD authentication before the Ministry, that is a separate process you arrange and pay for directly, and it adds weeks.

5Documents per file, courier and urgency

Several documents moving together cost less than the same documents sent separately; tracked courier from outside Delhi adds to the total; and a genuine deadline is priced differently from a routine file.

Charges for each stage are listed on the degree certificate fees page, with the diploma fees page covering ITI and polytechnic certificates. Nothing starts before you have the figure in writing.

Costa Rica embassy attestation: why the order you do things in decides the outcome

This section is the reason the page exists. On a Costa Rican file, sequencing beats everything else, and the commonest way to waste money is to do the right things in the wrong order.

The apostille does not expire. The document underneath it can go stale. There is no expiry date in the Apostille Convention, and no Indian authority sets one. But Costa Rican immigration commonly requires certain certificates to have been issued within a limited window, and an apostille applied in month one does nothing to help a certificate that is out of date by month eight.

Build the file backwards from your filing date. Fix the date you intend to lodge with Migración. Then work out which documents carry a recency limit, and obtain those last. Police certificates almost always carry one. Civil registry extracts often do. Degrees and diplomas almost never do, because the date of award is historical.

Do the slow, limit-free documents first. Degree, transcripts, diploma: get these apostilled early and set them aside. They will still be valid whenever you file.

Translate after apostilling, never before. Have the document and the apostille text translated together so the Spanish version covers the final stamp. A translation produced before the apostille exists does not describe the finished document and gets queried.

Ask about the window in writing, and ask again if time passes. Recency requirements are a matter of local practice and they change. A rule somebody quoted on a forum two years ago is not a reliable basis for a residency application.

Send us your target filing date along with the list you were given, and you will get a sequence rather than just a quotation.

Where our Costa Rica embassy attestation work stops

Every service has a boundary, and the boundary of Costa Rica embassy attestation is worth stating before you commit.

Arranged by you, not by us

  • Genuineness checks at the university. Where a receiving body wants the institution to confirm the award, that request is yours to make.
  • State HRD or home department authentication. Arranged by you; anything that department charges is paid to them.
  • Certified Spanish translation and filings with Costa Rican authorities. We do not translate documents or lodge residency applications.
  • Immigration and application charges. Paid by you to whichever office is handling the application itself.
  • Re-issue of a lost or damaged certificate. Only the issuing authority can do that.

As a private facilitation service we can move a file efficiently through the stages, but we cannot remove a stage or guarantee a decision that is not ours to make.

Before we begin: what you send us

Once the sequence is settled and you know that Costa Rica embassy attestation means an apostille, this is the set that starts the work. These are what Costa Rica embassy attestation needs before a single counter is approached.

  • The original document, flat, unlaminated and undamaged
  • Your intended filing date, so the recency-limited documents can be timed properly
  • The written requirement from the Costa Rican office, including any recency window
  • Transcripts or course records, where a colegio or university asked for them
  • A passport copy, photo page and address page
  • The signed authorisation letter and a return address, unless you are collecting

Our note on common mistakes during certificate apostille is worth five minutes, and the HRD attestation guide explains the State stage where it applies.

Official Costa Rica mission details for India

Embassy of Costa Rica

New Delhi

Address
F-9/2, First and Second Floor, Vasant Vihar, New Delhi 110057
Other posts in India
Costa Rica opened its embassy in New Delhi in April 2010. The mission has no website of its own; the link above is its page on the Costa Rican foreign ministry site.

This mission does not attest or legalise Indian documents. Because Costa Rica is an Apostille Convention country, the apostille is issued by the Ministry of External Affairs in New Delhi and the chain ends there. We publish these details because people ask for them, and they are useful for visa and other consular enquiries — but do not take your documents here expecting a stamp.

Questions we are asked about Costa Rica embassy attestation

Questions that come up week after week on Costa Rica embassy attestation.

Is Costa Rican embassy attestation still required in 2026?

No. Costa Rica joined the Hague Apostille Convention with effect from 14 December 2011, so Indian public documents for Costa Rica need an MEA apostille and nothing from a Costa Rican mission. A quotation containing a Costa Rican consular legalisation charge is based on pre-2011 information.

Does an apostille expire after six months?

No. An apostille carries no expiry date, and nothing in the Convention or in Indian practice imposes one. The six-month figure comes from a different rule that gets garbled in retelling: some receiving authorities, Costa Rican immigration among them, require the underlying certificate to have been issued recently. The limit applies to the document, not to the stamp.

Which Costa Rican documents are subject to a recency window?

Most commonly the police clearance certificate, and often civil registry extracts such as birth and marriage certificates. Degrees, diplomas and transcripts are generally exempt because the date of award is fixed in the past. Confirm the current window in writing with the office receiving your file, because this is local practice rather than treaty law.

In what order should I prepare a Costa Rican residency file?

Backwards from your filing date. Apostille the documents with no recency limit first, degrees and diplomas typically, and set them aside. Obtain and apostille the recency-limited documents last, with the police certificate usually last of all. Then commission the Spanish translation over the finished apostilled set.

What do Costa Rica embassy attestation fees work out to?

There is no Costa Rican mission charge, so the quote covers the Ministry's statutory charge per document, the Notary and SDM stages, our handling and the courier. Re-issuing documents and the certified Spanish translation are separate and are often the larger numbers. Send a photograph of the documents and the list you were given for a written quote.

Do I need a Spanish translation as well as the apostille?

Usually yes for documents going to a government office or a notario in Costa Rica. Apostille first, then translate the document together with the apostille text, and ask the receiving office who they accept as translator. Some offices want a translation certified in Costa Rica, which an Indian translation agency cannot provide.
